Now the IT department in Arvika kommun is seeking an experienced and engaged technical project manager who wants to take responsibility for complex IT projects and contribute to the development of future municipal operations. The IT department currently manages IT infrastructure and user support for Arvika and Eda municipalities and is facing an exciting expansion phase. By the end of 2027, IT collaboration will expand to include an additional municipality. You will become an important part of a growing and evolving operation where technology, operations, and societal benefit meet. We currently have around 20 employees distributed across two units – User Support IT and Operations and Infrastructure IT. Our mission is to deliver a stable, secure, and user-friendly IT environment that supports the municipalities' operations and companies. As a project manager, you will have a varied role where you work closely with the IT manager, technicians, operations teams, and external suppliers. You will have the opportunity to drive projects from idea and feasibility study to implementation and handover – while also contributing to ensuring that our digital solutions create real value. The position is a permanent employment starting as soon as possible. Qualifications To succeed as an IT project manager, we are looking for someone who has: Academic training in IT, systems science, civil engineering, or other training/experience that the employer deems equivalent. Multiple years of experience leading technical IT projects, for example in infrastructure, system migrations, or cloud migrations. Broad technical understanding and strong expertise in IT infrastructure. Experience with various project management methodologies. Ability to apply previous experience and project management methodology to Arvika kommun's project model. Very good ability to communicate in Swedish, both verbally and in writing. B-category driver's license. It is also advantageous if you also have: Experience working in the public sector or municipal operations. Experience with IT projects spanning multiple organizations or operations. Experience with change management and operations development linked to digitalization. Experience with procurement of IT systems, platforms, or services. Experience with integrations and technical architecture. Experience with cloud services and cloud migrations. Experience working in collaboration between IT, operations, and external suppliers. You have an easy time building trust and establishing good relationships, while also maintaining structure, direction, and pace even in complex projects. You are pedagogical and can explain technical matters in a simple and clear way, even for people without a technical background. You enjoy collaborating and see the value in creating long-term relationships between operations, IT, and our suppliers. Area of Responsibility As a technical project manager, you report directly to the IT manager and are responsible for planning, leading, and completing complex IT projects. You will work at the intersection of operations, technology, and external suppliers. In the role, you will, among other things: Lead IT projects from feasibility study and requirements gathering to implementation and handover to operations. Plan and monitor project goals, scope, timeline, and deliverables. Coordinate internal and external resources and ensure that the right expertise is in place. Responsible for budget monitoring and financial management within projects. Identify, manage, and monitor project risks and dependencies. Ensure a well-thought-out technical architecture and functioning integrations in close collaboration with our technicians. Drive change management and ensure that new technical solutions create real value for operations and end-users. Be a unifying link between operations, IT, and external suppliers. Participate in procurement of new systems, platforms, and IT services. Ensure documentation and structured handover to operations and maintenance. Contribute to the development of our working methods and our ability to implement successful IT projects.
