Do you want to work with communication solutions that must function when they're needed most? We're looking for you to take a central role in developing the Swedish Migration Agency's mission-critical communications—from today's Rakel to the next generation communication system SWEN. Here you'll combine technical specialist expertise with strategic development work and help shape robust, secure, and future-proof communication solutions. About the Role To meet future demands, ensure our deliveries, and build a stable organization, we're now seeking a specialist in RAKEL. You'll contribute with deep expertise and become a driving force in the team as we take the next major step in developing our communications infrastructure. In this role, you'll combine deep system understanding with strategic planning from a crisis preparedness and civil defense perspective. You'll work closely with the team to ensure reliable functionality of today's TETRA-based Rakel system. In parallel, you'll lead the preparatory work, migration, and implementation of the agency's future solutions in the new national network SWEN through 2030. This is an opportunity for you to be part of the technical pioneering work around next-generation IP-based mobile networks for mission-critical actors. You'll have a key role in ensuring robust communication solutions and making sure our critical support functions and communication channels work stably in all situations. Key Responsibilities In this role, you'll among other things: System Architecture and Analysis: Plan, lead, and execute the gradual transition from Rakel to SWEN through 2030. This includes scheduling, needs analysis, and requirement specification. Redundancy and Collaboration: Serve as backup and collaboration partner to the existing communications manager and together develop and quality assure models for operations, support, and incident management for Rakel and SWEN. Operational Integration: Coordinate and quality assure communication solutions against operational core activities and internal security functions. Training and Exercises: Develop and conduct training initiatives and practical communication exercises to ensure operational staff can communicate securely and effectively. Collaboration and Representation: Represent the Swedish Migration Agency in local, regional, and national collaboration groups, reference groups, and forums with focus on standardization and collaboration capability. The assignment also includes planning how we best ensure safe and robust communication in both internal and external collaboration. Who Are You? We're looking for someone with a good overall perspective and the ability to translate complex technical standards and requirements into solutions that work in practice for the organization and end users. You work independently and structured, take responsibility for your tasks, and have the ability to drive long-term processes forward. The role involves many contact points—with technical specialists, operational staff, and external authorities and actors. Therefore, you need to be good at collaboration, building trust, and bringing different perspectives together. We also value your willingness and ability to learn new things. If your focus is on networking and telecommunications but you don't yet have deep experience in crisis preparedness and civil defense, we'll provide the training needed for you to develop and grow into the role. We're looking for someone who has: a university degree in data technology, telecommunications, systems science, or other education combined with relevant work experience good understanding of network architecture, IP-based communications, routing, network security, and mobile communication systems good insight into information security and understanding of the laws and regulations governing government operations and mission-critical infrastructure very good knowledge of Swedish in both speech and writing. It is a merit if you have: practical experience with radio communication systems such as Rakel (TETRA) or preparatory work for SWEN implementation experience leading major projects, change initiatives, or system integrations in the public sector, government operations, or critical infrastructure experience developing planning materials, conducting management and communication analysis, and working with talk group matrices experience programming and configuring terminals, such as Sepura or Airbus good knowledge of crisis preparedness, civil defense, and collaboration with actors in the preparedness sector, law and order, and security. We place great emphasis on personal suitability. Good collaboration skills, responsibility, and sound judgment in complex technical environments are central to the role. In our work as civil servants, high standards are also placed on sound judgment, as well as strong security and confidentiality awareness. Terms of Employment Placement: The position is located at one of the Swedish Migration Agency's main offices: Norrköping, Stockholm, Malmö, or Gothenburg. Employment Type: Permanent position with a six-month probationary period. Start Date: By agreement. Work Hours: Full-time, office hours. Remote Work: Possibility for some remote work based on organizational needs and conditions.
