The Land and Development Unit is responsible for implementing the municipality's urban development projects from earlier phases through project completion. The Land and Development Unit is also the municipality's property rights owner and is responsible for managing the municipality's land holdings, including leasing agreements, permits, and concessions. The municipality has many major development projects where you will be an important contributor. The Assignment Your role as Senior Project Manager at the Land and Development Unit involves working with a holistic perspective on urban development projects, where you will have overall responsibility for project progress, coordination, and delivery. An urban development project is defined by a main project that links together several sub-projects and competencies from different units within the municipality's organization. As a main project manager, you will work according to the urban development office's project model. In your daily work, you will be based at the Land and Development Unit while working closely with the office's project strategist, who is responsible for managing the municipality's urban development projects. In your role as main project manager, you are responsible for overall planning of project progress, including steering, monitoring, and reporting on budget, schedule, resources, and goal achievement. You are responsible for ensuring the project is executed in accordance with project directives and the established project plan, and you report project results and decisions to the steering committee. You lead the project and your project team and have a deep understanding of both land and development issues as well as implementation matters from a legal, economic, and technical perspective. You also have good knowledge of relevant legislation within occupational health and safety as well as public procurement according to LOU. You should be able to handle, among other things, the project management system Antura and the financial system Hypergene, and efficiently be able to prepare materials for status reports and forecast follow-ups. You should also be able to present development budgets where needed. As a main project manager, your tasks also include preparing and presenting materials for political decisions and reporting continuously to the urban development office's steering committee. You are the project's spokesperson and maintain ongoing contact with, among others, developers, residents, businesses, authorities, and politicians. We are seeking an experienced project manager who has previously worked on complex urban development projects in the municipal sector, both in terms of scale and scope, with multiple phases running simultaneously. Therefore, it is important that you are confident, stable, and knowledgeable in your professional capacity as a project manager and have a natural ability for communication and collaboration both internally and externally. What you need to bring with you Requirements You must have a university degree in urban development or equivalent education. The assignment requires at least 15 years of experience working as a project manager/senior project manager in urban development projects with multiple phases running simultaneously. You must be able to demonstrate several years of experience with urban development projects including detailed planning, development economics, public sector procurement, contract implementation, land allocation competitions, and negotiations. You must have previous management responsibility for personnel groups or project groups.
