About the Swedish Prison and Probation Service The Swedish Prison and Probation Service is growing – we are building new facilities, renovating, and expanding, and are now seeking more employees. We are the agency responsible for prisons, probation services, remand facilities, and detainee transport. The Transport Department (TA) is tasked with transporting and supervising detained persons. These are clients of the Swedish Prison and Probation Service who are moved between remand facilities and prisons, to court hearings and hospitals, among other places. TA also transports detained persons on behalf of, for example, the Police, the National Board of Institutional Care, the Migration Agency, and psychiatric services. Annually, approximately 130,000 transports are conducted, of which 5,000 are international. TA is in an exciting expansion and development phase, including regarding work methods, processes, and organization. We also actively work to strengthen leadership and employee engagement at all levels. Within the department, over 1,300 people currently work, and TA today consists of two transport regions, seven transport areas, a transport planning unit, a transport security section, and a unit for operational support. We are now seeking a section chief for international transport planning, with placement at one of our offices in either Stockholm or Arvidsjaur. Job Description As a section chief for international transport planning, you will implement the transport unit chief's assignment so that transport operations are executed in both a safe and humane manner within international operations. You have employees based in Arvidsjaur and Solna who plan return transports that the Swedish Prison and Probation Service executes for the Police Authority and the Migration Agency. To assist you, you have a directly reporting manager (prison inspector) and a specialist, as well as approximately 20 employees. Operations shall be conducted efficiently and safely within allocated budgets where competence and material resources are used optimally and in good cooperation. The section chief is responsible for ensuring efficient and appropriate planning of the unit's international transport assignments. The role also largely involves representing the unit internally and externally in matters concerning the planning of the unit's international transports. The position includes regular national business travel. Your role involves: Leading and monitoring operations with responsibility for personnel, work environment, budget, and quality Being a present support and role model for your employees Serving as a good representative for Transport Planning both within TA, within other parts of the agency, and in external contexts Driving development in collaboration, work culture, and communication directed toward transport regions and transport offices Being able to manage own area of responsibility within Transport Planning, work independently with national responsibility and perspective Being an active part of the unit's management group and being able to cooperate with other support functions within TA Trust-based working hours apply Qualifications To be considered for the position, you must have: an academic degree/university degree (of at least 120 credits corresponding to 2 years at university/college), or alternatively other post-secondary education combined with experience that the Swedish Prison and Probation Service deems equivalent to the section's area of responsibility Well-documented management experience Well-documented experience driving development work and change processes Experience working in international-related areas, preferably with return migration matters Very good proficiency in expressing yourself well orally and in writing in Swedish and English Good knowledge of the overarching conditions (regulations, budgets, employer policies, etc.) that apply to public sector operations in general and state operations in particular Good knowledge in process analysis and improvement It is advantageous to have: relevant leadership training Class B driving license Well-documented indirect management experience in the form of leading through other managers Experience leading an operational planning operation Experience in cooperation within the current area of responsibility Experience with transport (travel) planning, preferably in the international area Experience working with return migration operations Experience with international matters and work with other countries, cooperation with Frontex, etc. You are a person who is analytical with good problem-solving ability, has good judgment, and is interested in development and change work. We see that you have good collaboration skills and high integrity. Furthermore, you are independent and thorough, while at the same time being flexible and unpretentious. As a leader, you create context, engage and inspire employees, and you are clear in your communication. You remain calm, stable, and composed in pressured situations.
