DEPUTY HEAD OF INFRASTRUCTURE MANAGEMENT AND CONSTRUCTION DIVISION

Key Responsibilities:
Plan, organize, and coordinate the work of the Infrastructure Management and Construction Division in the areas of streets and roads, land reclamation systems, municipal engineering networks, and building management.
Ensure document circulation, evaluation, and coordination of matters within the division's competence, including preparation of council decision drafts, opinions, technical specifications, and other documents.
Organize the review process of construction proposals received by BIS, ensuring preparation and coordination of technical provisions, conditions, and opinions.
Participate in municipal development planning documents, infrastructure development projects, and budget planning processes.
Plan and coordinate municipal engineering infrastructure development by evaluating local plans, detailed plans, and other territorial development documents.
Review construction proposal documentation and evaluate engineering network solutions for compliance with regulatory requirements and territorial planning documents, preparing opinions and recommendations for decision-making.
Cooperate with engineering network operators, designers, construction proposal initiators, and state institutions, and participate in preparation of technical requirements for procurements and supervision of contract performance.
During the division head's absence, lead and coordinate the work of subordinate employees, delegating tasks, providing methodological support, and monitoring work quality and deadlines.
Requirements:
Higher academic education or second-level professional higher education in engineering sciences (preferably in engineering networks, construction, or related specialization).
At least three years of professional experience in a leadership position in a state or municipal institution.
Experience in team or functional management, including employee performance evaluation.
Knowledge of applicable regulatory acts in the areas of construction, engineering networks, and municipal operations.
Practical experience working with the Construction Information System (BIS).
Proficiency in AutoCAD software.
Ability to set priorities, delegate tasks, and monitor their completion.
Excellent communication, argumentation, and collaboration skills.
State language proficiency at advanced level (C1/C2).
Category B driving license.
