Ministry of Education and Science (Reg. No. 90000022399) announces an open competition for the position of Deputy Director of the General Education Department in the field of educational statistics and financial planning, a civil service official position (for an indefinite period) Position Objective: Ensure the improvement of the teacher remuneration system, analyze data from the State Education Information System (hereinafter – VIIS) and manage information flow. Ensure the availability of statistical data on pre-school, general, special and interest-based education. Main Position Duties: Direct the work of subordinate employees, monitor achievement of targets, ensure timely and high-quality task completion. Ensure the development and implementation of development planning documents, informative reports and draft legal acts in the field of educational statistics and financial planning. Ensure analysis of new policy initiatives from public representatives, social partners and sector units for improving the teacher remuneration system and develop proposals for their alternatives. Ensure the availability and analysis of statistical data on Latvia's pre-school, general, including special and interest-based education. Ensure analysis of VIIS data and information flow. Organize monitoring of progress indicators for pre-school, general, including special and interest-based education in Latvia and European Union long-term development planning documents in cooperation with the Central Statistical Bureau and Eurostat, as well as ensure their analysis. Analyze the efficiency of budget allocation for the education sector and participate in the distribution of state budget funds, taking into account education policy guidelines. Ensure analysis of the financial planning systems of educational institutions and develop projects for their improvement. Ensure the performance of calculations and analysis of financing model projects for educational institutions. Requirements for Candidates: Compliance with the requirements of Article 7 of the Civil Service Law. Higher academic or second-level professional higher education. Work experience in general education or financial data analysis – at least 3 years. Experience in budget planning, budget execution control or analysis work – preferably at least 3 years. Work experience in a managerial position – at least 3 years. Experience in developing and advancing policy planning documents or draft legal acts, preparing analytical reports. Analytical thinking, change management and problem-solving ability. Knowledge of the Latvian education system. Knowledge of education financing principles. Knowledge of state budget planning. Knowledge of state information system operations, preferably the State Education Information System (VIIS) operations. Knowledge of education policy planning, implementation and monitoring. Knowledge of the application of the Education Law and General Education Law. Knowledge of legal act drafting and advancement in the Cabinet of Ministers or Saeima. Knowledge of the basic principles of public administration. Ability to set priorities, plan, organize and control your own and subordinate work. Presentation, communication and argumentation skills. Desired work experience in public administration in the relevant or equivalent field. English language knowledge at a level that allows the use of EU documents and literature in the field of work in performing position duties.
