We are now looking for a committed, service-oriented and development-focused payroll manager who wants to lead our payroll unit and contribute to creating efficient, legally secure and operationally close processes within the payroll area. Together with your team, you contribute to creating conditions for managers and operations to succeed in their mission. The payroll unit consists of 7 employees and is organized under the HR department. Your immediate supervisor is the HR manager. 1 position(s). JOB DUTIES As a payroll manager, you are responsible for the municipality's payroll unit and lead a team consisting of payroll administrators, system managers, and payroll coordinators. You have personnel, operational, and budget responsibility and are part of the HR department, where you report to the HR manager. The payroll unit is responsible for salary payments, system management, support to operations, and training and advice within the payroll area. As a payroll manager, you have overall responsibility for the payroll process. This covers salary and compensation for approximately 4,000 employees, elected representatives, and contractors. An important part of the assignment is to continue developing the unit and strengthen support to the operations. You work closely with managers, HR, and other functions to ensure high quality, good service, and efficient working methods. In the role, you will, among other things: - Lead, develop, and create good conditions for the employees in the payroll unit. - Be responsible for quality, legal security, and efficiency in payroll and pension processes. - Ensure quality and development within the pension area. - Drive development and improvement work within payroll and system support. - Be strategic support to the organization on payroll-related issues. - Ensure that laws, agreements, and internal guidelines are complied with. - Contribute to the municipality's work on digitalization, skills supply, and operational development. QUALIFICATIONS We are looking for you who are a confident and clear leader with the ability to create engagement, participation, and development. You have a genuine interest in developing both people and operations and thrive in a role where you can combine operational issues with strategic work. You build good relationships, communicate clearly, and have the ability to create trust in cooperation with both employees, managers, and other functions in the organization. You work in a structured manner, see the bigger picture, and can translate goals and ideas into concrete results. We are looking for you who have: - Post-secondary education in payroll, HR, economics, or other education that the employer deems relevant. - Experience working within the payroll area. - Experience in management or supervisory positions. - Good knowledge of laws, collective agreements, and processes that affect the payroll area. - Good ability to express yourself in speech and writing in Swedish. It is advantageous if you have: - Experience working in the public sector. - Experience in change and development work. - Experience in system management and digital development within the payroll area. - Experience with scheduling and working time issues. - Knowledge within the pension area.
