The Social Office is in an exciting development phase where quality, economics, and operational development need to work together to meet future needs. We are now seeking a Quality Manager and Deputy Social Director who wants to lead the continued development of an operation that creates conditions for good living standards and independent living for Norrköping's residents. Following a comprehensive organizational restructuring, we have consolidated our operations and today have approximately 1,800 employees with a combined mandate and a budget of around 2 billion kronor. We have an important mission to create good conditions for the municipality's residents. We are now seeking a Quality Manager and Deputy Social Director who wants to help shape the future social services and contribute to ensuring that our efforts generate the greatest possible benefit for the municipality's residents. Your responsibilities As Quality Manager and Deputy Social Director, you have a central strategic role in the Social Office's leadership. You are responsible for developing and strengthening the office's governance, quality, monitoring, and shared processes to ensure efficient and sustainable operations. You drive the development of data-driven working methods that provide well-founded decision-making support for resource, quality, and operational development. Through systematic environmental monitoring and analysis, you contribute knowledge about trends and future challenges that support strategic decisions. In close cooperation with the Finance Manager, operational managers, and other key functions, you lead change and development work in a large and complex organization. You work to create structures that strengthen both operational efficiency and long-term development. As Deputy Social Director, you provide close and trusted support to the regular Director, and step in as a substitute when needed. You lead your own strategic initiatives with a primary focus on the office's internal development. Who are you? We are looking for someone who is motivated by creating structure, clarity, and results. You have a strategic perspective and see the connections between quality, economics, and operations. At the same time, you have the ability to translate analyses and decisions into concrete development and lasting change. You have: Academic degree in, for example, public administration, economics, or another relevant field. Experience analyzing economic aspects in quality and development work. Experience in finance and quality management as well as goal and results-based management. Experience in project managing development initiatives and streamlining shared processes. Experience preparing and presenting administrative materials for political committees. Multiple years of experience in a leadership position within public operations. Experience managing managers. You are also expected to have good knowledge of change management, organizational development, and strategic operational planning, as well as quality management systems and process development. We consider it an advantage if you have understanding and knowledge of the social services' mission and operational conditions. As a person, you are analytical, strategic, and collaboration-oriented. You are a confident and clear leader who creates engagement, builds trust, and gets different functions to work toward common goals. You lead with courage, confidence, and a holistic perspective, and are driven by creating real value for both the operation and the people we exist to serve.
