About the Position
As a legal counsel, you will provide long-term, operational, and strategic support on the agency's matters and assignments within emergency preparedness and civil defense. You will investigate and assess individual legal issues while contributing to the development of the agency's legal work within relevant areas of law.
In this role, you will monitor and analyze legal developments and external changes that affect the agency's mission. You will also participate in identifying and preparing legal measures based on a changing threat landscape, new requirements, and additional assignments within the total defense area. The work takes place in close collaboration with other experts within the agency and gives you the opportunity to contribute both to ongoing operations and to more long-term and strategic matters.
About You

You have well-developed analytical abilities and can understand, structure, and analyze complex legal issues. Your working method is systematic and thorough. Law degree or equivalent qualification
Completed judicial trainee service or other experience that the agency deems equivalent
Several years of current work experience with legal work at a government agency or in a court
Experience in an advisory role
Good experience with legal work in the emergency preparedness and total defense field
Good knowledge of regulations concerning public documents and public access and confidentiality
Good experience with administrative law work
Very strong ability to express yourself orally and in writing in Swedish and English
It is advantageous if you have
Experience with international emergency preparedness work or other international matters, such as within NATO, EU, or the Nordic region
Experience applying security protection legislation in security-protected operations
Knowledge of international law
Experience with healthcare law or social law matters
Experience negotiating and drafting qualified contracts in Swedish and English
Good to Know
This is a permanent full-time position, beginning with a six-month probationary period. You will be based at the office on Västerbroplan in Stockholm, but have the opportunity to work remotely up to two days per week. In spring 2027, we are relocating to Solna Strand. Your job title will be Legal Counsel and your placement will be in the Legal Department at Socialstyrelsen. The position is classified with a security clearance requirement, and a security vetting with a background check will be conducted before an employment decision is made. You must therefore be a Swedish citizen, but may have a foreign background.
