Do you want to work with qualified legal expertise in a joint EU development initiative that will impact Sweden's entire health data sector? With us, you'll contribute to building a new national system that will create the conditions for health data to be used for research, statistics, decision-making, and innovation. About the Position The Regulation on the European Health Data Space (EHDS) requires each member state to implement a new system for making health data available for secondary use. The Swedish Board of Health and Welfare (Socialstyrelsen) has been tasked by the government to prepare the agency for its role as a Health Data Access Body (HDAB). This assignment involves organizing and leading a national change initiative that engages a broad range of stakeholders in Sweden's health data sector. As a legal counsel, you will provide qualified legal support in preparing and developing this new function. You will identify, analyze, and investigate complex legal matters and provide advice to project managers and responsible executives. In this role, you will also collaborate with legal experts and other specialists at relevant national agencies and contribute to developing and sharing knowledge about this area of law within the agency. The work has a clear international dimension, and you will participate in preparatory collaboration projects with stakeholders from other countries. The role offers you the opportunity to work both close to operations and at a strategic level in developing a new and important area of law. About You In this role, you need to be able to create good collaboration with people who have different competencies and perspectives. You contribute actively and constructively to the joint work and recognize the value of developing solutions together with others. You have an aptitude for understanding comprehensive and complex legal matters, identifying what is essential, and making well-founded analyses. You work methodically and carefully and can present legal reasoning and conclusions in a clear and structured way. Since this area is still developing, you also need to be able to take initiative, drive work forward, and independently ensure that your deliverables are of high quality. We Are Looking For Someone With A degree in law (juristexamen or jur.kand) Completed notarial service or other experience that the agency considers equivalent Several years of relevant professional experience in legal work at a government agency or court, or other experience that the agency considers equivalent Good knowledge of regulations concerning public documents and public access and confidentiality laws Current professional experience working with data protection matters Strong ability to express yourself in speech and writing in Swedish and English Good knowledge of EU law It Is an Advantage If You Have Knowledge of the Regulation on the European Health Data Space (EHDS) Experience with regulatory work at an agency or from the Government Offices Experience with disclosure of register data for research purposes Experience working with information security matters related to data protection Experience with legal matters concerning digitalization Experience working in a consultative role Experience building a new operation, including developing internal procedures, processes, and governance Experience in change and development work Good to Know This is a full-time permanent position, which begins with a six-month probationary period. You will be based at the office on Västerbroplan in Stockholm but have the opportunity to work remotely up to two days per week. In spring 2027, we will relocate to Solna Strand. Your job title will be Legal Counsel (jurist) and you will be placed in the Legal Department at Socialstyrelsen.
