position of "Legal Counsel" vacancy

FOR AN INDEFINITE TERM
Your responsibilities will include:
1. Provide legal support to the Property Department and Communal Department in their daily work, prepare and coordinate drafts of administrative acts and outgoing documents;
2. Prepare drafts of all types of real property alienation agreements, building rights agreements, land lease agreements, non-residential premises lease agreements and related documents (acceptance-handover acts, agreements, etc.), agreements on transfer of real property for free use, servitude agreements, and similar documents;
3. Prepare registration requests to the Land Register on behalf of the municipality for real property transactions concluded as a result of public auction or based on decisions of Tukuma Novad Council;
4. Provide legal support to Tukuma Novad Council's Transport Organization and Traffic Safety Commission and the Historic Buildings Restoration Evaluation Commission, including coordinating drafts of administrative acts and participating in these commissions' work;
5. In the field of debt recovery: prepare warnings and agreements with debtors, correspondence with out-of-court debt recovery merchants, prepare applications and court claims, advise municipal institutions on debt recovery matters, prepare document templates for institutions' work with debtors;
6. Represent the municipality in court (including preparation of written explanations to the court) on matters within the scope of this position's competence.
Requirements for candidates:
1. Higher education or second-level professional education (corresponding to the 5th level of professional qualification) in legal sciences,
2. Preferred experience as a legal assistant or legal counsel in a municipal or state institution,
3. Understanding of municipal functions and the municipality's role in the state administration system,
4. Desirable knowledge and/or experience in areas related to real property transactions, debt recovery, court representation,
5. Excellent knowledge of the state language and knowledge of administrative and civil procedure.

The position has the status of a state official.
