Main Job Duties: · Upon establishing grounds and basis for initiating criminal proceedings, promptly initiate criminal proceedings for the detection of criminal offenses committed in the territory served by the district of the State Police regional administration and conduct necessary pre-trial investigation independently or as part of an investigation team until the person to be held criminally liable is identified and sufficient evidence for initiating criminal prosecution is obtained; · Independently or as a member of an investigation team investigate criminal proceedings received from the direct supervisor; · Timely make decisions to refuse to initiate criminal proceedings if circumstances precluding criminal proceedings exist; · Perform investigation organizational, planning and record-keeping work; · Execute instructions from direct supervisor and supervising prosecutor in pending criminal proceedings to ensure criminal proceedings are conducted purposefully and without unjustified delay; · Make decisions in criminal proceedings regarding investigation direction and investigation conduct, except in cases where a court decision or prosecutor consent is required; · Ensure lawfulness of made decisions and timely conduct of investigation activities; · Independently review submissions, complaints and requests in compliance with regulatory requirements. Requirements for Candidates: · Compliance with requirements set out in Articles 4 and 7 of the Law on Special Service Career of Officials of Interior Ministry System Institutions and Prison Administration; · First-level professional higher education (law, civil and military protection, business and administration, social and human sciences, computer science); · State (Latvian) language proficiency – highest level C; · Category B driver's license; · Activated secure electronic signature.
