HR Director for Region Gotland Would you like to take on the challenge of strengthening Region Gotland's ability to meet the future – through modern, cohesive and operationally focused HR work? As HR Director, you will have a key role in an organization in transition. Here you will find opportunities, challenges and community – in one of Sweden's broadest public assignments. About the position Region Gotland is in an exciting development phase where several important changes are happening in parallel. As HR Director, you will have a central role in, together with the Regional Director and management team, shaping how HR work should develop and contribute to the organization's overall transformation. The assignment gives you great opportunities to create clearer direction, stronger coordination and more efficient working methods within HR. You will have the opportunity to develop an HR function that both holds the organization together and meets the different needs of the operations. An important part will be to strengthen management support by giving Region Gotland's managers even better conditions to lead and develop their operations. The role involves being a clear representative for Region Gotland in HR and employer matters. Internally, it is about giving these issues a strong voice in management and building trustful relationships with managers, politicians and union representatives. Externally, you will represent Region Gotland on Gotland and in national contexts, including in employer networks and within SKR. As Gotland's largest employer, there is a special opportunity to contribute to the development of competence supply and the labor market on the entire island. Skills supply is one of Region Gotland's most urgent issues. Gotland's geographical location, demographic development and the broad assignment as both a municipality and region require new perspectives and working methods to attract, develop and retain talent. The first period involves getting to know the operations, listening and building strong relationships. After that, the focus will be on creating clearer and more cohesive HR governance, developing common processes and strengthening the organization's ability to meet changing needs. The ambition is a modern, stable and operationally focused HR function with clear direction and good ability to adjust. Your main tasks As HR Director, your overarching assignment is to develop Region Gotland as a cohesive, attractive and sustainable employer. You will ensure a common strategic direction for HR, translate political goals and management priorities into effective HR processes and a uniform employer policy. The HR Director reports directly to the Regional Director and is part of the regional organization's management team and the regional board administration's management team. As a member of the management team, you contribute to Region Gotland's overall operational development, with particular responsibility for employer and HR matters. Who are you? To successfully take on the role, you have several years of current management experience in leading positions in large complex organizations. We are also looking for someone with documented experience in function management and indirect leadership. Furthermore, we see that you have experience with strategic HR issues and good knowledge and understanding of central employer matters such as employment law, work environment, wage formation, cooperation agreements, union cooperation and digital environments. You also have good knowledge and experience of development and change management, as well as experience in representing operations and handling media. We see that you have a relevant academic degree or other education and experience that the employer considers equivalent. It is meriting if you have an academic degree in HR, behavioral science, law, economics or another field deemed relevant for the assignment. Experience working in a politically governed organization is meriting, as is experience from working in operational management roles with many employees. Experience as a manager of managers is also meriting. Furthermore, we view positively experience from working in a similar role in a municipality, region, state agency or private sector, as well as experience in operative HR work. The same applies to experience in leading, coordinating and standardizing management and support functions. If you additionally have experience in leading and developing operations according to a service-oriented governance model, where support and services are delivered to operations through clear processes, defined service levels, follow-up and close cooperation with the operations' managers, we also see that as meriting. As a person, you are confident, solution-oriented and have the ability to quickly see connections and the bigger picture even in complex matters. You work in a structured way, plan realistically and drive work forward with accuracy and foresight. In pressured situations, you remain calm, stand firm in your assessments and handle setbacks constructively. You collaborate without ego, create space for others' perspectives and actively use the competence around you. At the same time, you have the courage to stand by your views, influence and bring others with you. Your leadership is characterized by openness, humility and transparency, where feedback, clear communication and respect for different perspectives are natural parts. About the operations The HR Department is responsible for Region Gotland's overall personnel policy, skills supply and employer brand. The department's assignment also includes recruitment and introduction, management development, work environment and health, employment law, agreements and negotiations, union cooperation, staffing and transition, wage formation and wage administration as well as pensions. Overall, approximately 90 people work with HR matters within Region Gotland, of which approximately 56 people organizationally belong to the department led by the HR Director. Reporting directly to the HR Director are two (soon three) unit managers, a negotiation manager, an HR manager, a communicator and four strategists.
