Our Operations As HR Director, you will have organization-wide responsibility for leading, developing, and coordinating Värmdö Municipality's HR work. The assignment is broad and operationally focused, with an emphasis on creating good conditions for the municipality's managers and operations through professional, sustainable, and development-oriented employer practices. You will lead the HR department with approximately 10 employees. You report to the Municipal Director and are part of the municipal administration's management team. You are responsible for HR, finance, operations, personnel, and work environment, and work closely with the municipality's leadership, managers, labor organizations, and other central functions. An important part of the assignment is translating the municipality's goals and strategies into clear, sustainable, and operationally focused employer practices. As a temporary replacement for our HR Director, you will quickly take on responsibility and make your mark on the work. During the temporary period, the focus is on ensuring continuity in HR delivery while driving prioritized development and improvement initiatives. You therefore need to be able to switch between strategic issues, operational decisions, and close leadership of the HR department. Your Assignment The assignment focuses on: · Leading and further developing the municipality's strategic HR work, including workforce planning, sustainable leadership, work environment, and employer brand · Ensuring professional, consistent, and operationally focused HR support to the municipality's managers and leadership · Prioritizing and driving development and improvement initiatives within HR and ensuring that decided changes are implemented in practice · Further developing and following up on the municipality's employer practices, HR processes, and working methods · Acting as a strategic advisor to the Municipal Director and the municipality's leadership on employer, HR, and organizational matters · Leading and developing the HR department through clear objectives, priorities, and trusting leadership · Monitor external developments and translate changes in labor law, employer policy, workforce planning, and HR into relevant developments for the municipality Your Experience · Academic degree in HR, Personnel Science, Behavioral Science, or other relevant education · Experience with HR and employer matters in municipal government · Several years of management experience · Strong knowledge of labor law, employer issues, and labor organization cooperation · Experience driving change and development work and translating this into concrete results · Excellent communication skills in Swedish, both spoken and written · Good understanding of finance, management, and operations development Meritorious · Experience in quickly understanding a complex organization and creating structure, prioritization, and momentum · Experience developing and streamlining HR processes, working methods, and formats for operationally focused management support · Experience working with HR metrics, analysis, and follow-up as a basis for prioritizations and decisions · Experience leading HR during change, such as organizational restructuring, efficiency improvements, changed working methods, or cultural development Personal Qualities We are looking for you as a confident and strategic HR leader with the ability to quickly gain a complete picture, set direction, and make things happen. You have a clear operational and employer perspective and see HR as an integrated part of the municipality's development and results. You are clear, action-oriented, and unpretentious and build trust at different levels in the organization. You have good analytical skills, can translate complex issues into clear priorities and decisions, and thrive in cooperation with managers, employees, labor organizations, and other stakeholders. Because the assignment is a temporary position, it is particularly important that you easily adapt to new contexts, quickly understand operational needs, and make sound prioritizations. You are confident in making decisions and driving work forward while having the ability to create participation and engagement around you. You are stable and confident even when conditions change or issues are complex. You combine strategic perspective with a pragmatic approach and see what needs to be done – and get it done.
