Administrative Management Consultant – Healthcare Organization
A medical unit within the public healthcare system in Stockholm needs to reorganize its system administration. The unit manages over 20 mission-critical IT systems that support clinical processes, and the management team consists of about fifteen professionals with diverse backgrounds: nurses, hospital physicists, engineers, and physicians. The systems have increased in number and complexity in recent years, and today's administrative organization no longer matches the unit's needs, either in terms of resources or expertise.
You will analyze the current state and develop an administration model that will stand the test of time. The assignment is time-limited and clearly defined in its deliverables: a target vision, a role structure, and an implementation plan that the unit can begin working with.

What You Will Do
Map existing systems and their dependencies, and analyze the current administrative organization and work methods
Identify gaps, risks, and areas for improvement
Interview key stakeholders in operations, IT, and operational management
Develop an administration model with structure, governance, decision-making processes, and prioritization framework
Define roles and responsibilities with mandates, competency requirements and collaboration, as well as an implementation plan with prioritized actions for both short and long term
Requirements
Documented experience with IT system administration in complex organizations
Strong understanding of administrative structures in the public sector
Ability to work both strategically and operatively
Minimum 9–12 years of experience in the field, with primary responsibility for managing a larger group (corresponding to competency level 4)
Fluent Swedish and English in spoken and written form. All documentation is written in Swedish
Two reference assignments of comparable scope and complexity, completed at least partially within the last five years. At least one must involve work with or review of administrative structures in a complex IT environment, and at least one must have been performed in a complex organization. The assignments must not have been terminated early, and reference contacts must be available
Meritorious
Experience with how administration and IT environments are operated within the healthcare sector
PM3 certification or equivalent administration governance model, ITIL
Experience collaborating between clinical operations, vendors, IT organization, and medical technology
Familiarity with change management and communication when implementing a new administration model
