FINANCIAL ANALYST
in the Budget and Finance Department

KEY RESPONSIBILITIES:
participate in the ministry's annual budget request preparation process;
review and compile proposals submitted by the ministry's structural units and subordinate institutions for changes to the state budget baseline for the medium term and target ceilings;
prepare calculations for the sector's medium-term budget project, ensuring detailed explanations of expenditure justifications in accordance with the procedures and amounts set by the Cabinet of Ministers;
participate in the development of regulatory acts on issues within the department's competence, coordination of regulatory acts, and provision of opinions on budget planning or in cases where regulatory act projects affect the ministry's sector budget, including work on the TAP portal;
refine planned expenditure estimates according to changes in financing plans;
compile annual expenditure request drafts for programs and sub-programs of the ministry's structural units and subordinate institutions, as well as proposals for budget expenditure review;
ensure preparation of requests from the ministry's structural units and subordinate institutions for funding necessary for the maintenance of completed EU fund project results.
WE EXPECT YOU TO HAVE:
higher education in finance or economics;
at least one year of professional work experience in the last three years in the field of finance or economics;
work experience in state administration institutions in budget planning or financial management will be considered an advantage;
desirable experience in institutional budget preparation;
knowledge of regulatory acts governing budget planning and financial management;
experience in analyzing, processing, compiling, and structuring large volumes of financial information;
good skills working with MS Office programs (Excel, Word, PowerPoint);
experience working with the State Treasury budget planning system will be considered an advantage;
customer orientation, good communication skills, high sense of responsibility, accuracy, and care for quality work results.
