ASSOCIATION OF MEMORIAL MUSEUMS Reg. no. 90009175706 INVITES A FINANCIST TO APPLY Full-time position / Riga The Association of Memorial Museums invites a FINANCIST to join our team – a professional, responsible and analytically-minded colleague who will ensure the institution's financial planning, monitoring and administration processes. Key Job Responsibilities Plan, analyze and control the institution's financial performance indicators, budget fund utilization and cash flows. Analyze expenditure compliance with financing plans and estimates, participate in the institution's annual budget preparation and submit proposals for budget changes. Monitor and analyze financial flows, including compliance of state budget and project fund utilization with financing plans. Prepare requests for amendments to economic classification codes and collaborate with Ministry of Culture financial specialists. Verify and monitor supporting document compliance with transaction substance, economic classification and approved estimates. Prepare and submit necessary information and documents to the State Treasury Unified Service Center, ensuring cooperation within established processes. Work with the resource management system HORIZON in accordance with job competencies. Ensure invoice preparation, cash transactions and own revenue administration within your competencies. Perform verification of work time record sheets and monitor payroll calculations. Ensure royalty payments and business contract payment documentation preparation. Organize non-financial asset and cash inventory taking. Ensure low-value inventory and stock turnover, including issuance, record-keeping and write-offs. Prepare documentation for long-term investments, inventory, fixed assets, stocks and souvenirs designated for sale. Monitor vehicle use and related documentation. Ensure transaction document record-keeping in compliance with regulatory requirements. Participate in updating internal regulatory acts. Prepare necessary information for auditors, reviewers, statistical purposes and annual public reports. Requirements for Candidates Higher academic or second-level professional higher education in economics, finance, accounting or related field. At least 2 years of practical work experience in finance, economics or accounting; preferably at least 3 years of experience in economics or finance in a state administration or local government institution, including financial planning. Good knowledge of budget planning, financial analysis and accounting matters. Knowledge of state budget institution operations and regulatory acts governing the financial field. Good MS Office skills, especially MS Excel, at user level. Good skills working with the resource management system HORIZON. Electronic signature. Ability to assess facts, analyze, classify and consolidate large volumes of information, as well as anticipate and evaluate risks. Command of the state language in accordance with regulatory requirements. High sense of responsibility and accuracy. Initiative and ability to independently plan and organize your work, set priorities and meet deadlines. Good cooperation and communication skills. Interest in process automation and efficiency improvement. Legal knowledge and experience in procurement processes will be considered an advantage.
