The assignment as Property Handler for Tvärbanan to Kista: Mandatory requirements that you must meet to be eligible for this assignment. (there is no point in applying for this assignment if you do not meet all 6 mandatory requirements). 1. University education as surveyor or civil engineer in civil engineering with specialization in real estate and property law, or lawyer with experience in property law. 2. Work experience as a surveyor of at least 9 years 3. Work experience from drafting detailed plans, at least 2 years. 4. Work experience in land acquisition negotiations in densely built areas from at least one assignment. 5. Work experience from the implementation phase of infrastructure projects, at least 4 years in a role with the client or contractor. 6. Work experience negotiating and drafting at least 3 of the following types of agreements: a) implementation agreement regarding road/railway/tramway between municipality and infrastructure owner b) operation and maintenance agreement regarding road/railway/tramway c) implementation agreement regarding relocation of utilities due to infrastructure project d) temporary right of use agreement e) land allocation agreement f) easement agreement Background to the assignment – Property Handler Tvärbanan to Kista Region Stockholm has overall responsibility for ensuring that everyone who lives in or visits the region has access to a well-developed, accessible, and reliable public transport system. The Traffic Administration's (TF) mandate includes preparing and implementing decisions on direction and scope for a long-term sustainable public transport system. We are also responsible for management and monitoring of traffic operations as well as maintaining the infrastructure's function, safety, and value. Every day, more than 700,000 people travel on public transport, that is journeys by subway, buses, commuter trains, and local trains. As an employee or consultant, you are expected to uphold the Traffic Administration's values, which are: The Investment Project (IP) is responsible for implementing the Traffic Administration's projects and programs. The responsibility includes ensuring good quality in terms of management and leadership. Program Description The Tvärbanan Kista Branch Program is responsible for building the new section from Norra Ulvsunda to Helenelund. Today, traffic has started on the section from Norra Ulvsunda to Stockholm Bromma Airport. Design and preparations for construction work between Stockholm Bromma Airport and Helenelund are underway. The Kista Branch is planned to be approximately 8 kilometers long and will stop at nine new stations on its route between Norra Ulvsunda and Helenelund, passing through three municipalities: Stockholm, Sundbyberg, and Sollentuna. Schedule: Preliminary work began in 2018 and construction is planned to proceed until traffic start. Organization and Governance The Kista Branch is implemented as a program. As a program, it comprises a number of projects that together deliver various benefits to the owner and passengers. The program delivers multiple traffic starts and hands over a completed facility including documentation and any service agreements for installations. The program management develops governing and supporting program plans and procedures that apply to all included projects. Program management directs and coordinates between the different implementation projects included in the program. The program includes the following projects: 1. Bromma - Ursvik 2. Stockholm Bromma Airport - Ursviks torg. 3. Ursvik - Helenelund, 4. Ursviks torg – Kista 5. Helenelund, responsible for land and facilities in Helenelund and new road tunnel under E4 6. Signal, responsible for the signal system design on the entire section Assignment Description The inquiry concerns a property handler for the Plans and Agreements Function who should primarily work with property and agreement matters within a geographically defined area. Work tasks mainly include: 1. driving implementation agreement negotiations with municipalities and major facility owners 2. driving land acquisition negotiations with property owners and leaseholders and drafting necessary agreements 3. promoting detailed plan progress on behalf of the Traffic Administration 4. preparing applications for surveying procedures and assisting the Property Development unit during the procedure 5. communicating needs for necessary investigations to the responsible project manager and where applicable being responsible for driving these forward 6. assisting projects in closing agreements and preparing satisfaction declarations 7. assisting the program and its functions and projects with property law expertise 8. signing easement agreements 9. documenting documents in your cases As the program is in an implementation phase for much of the route with several ongoing contracts, you will work as a member of multiple implementation projects (which are responsible for design and construction work). For parts of the work, you need to be able to take a comprehensive approach to a matter so that you create good solutions for the entire Traffic Administration, not just the Tvärbanan Kista Branch Program. This means that you independently plan and drive certain investigations of current issues and continuously anchor your work internally. The program's resources and experts in the rest of the administration are available to assist you. The assignment is carried out mainly on-site at the project office in Rissne with the possibility of remote work. Schedule and Scope Start: 2026-10-01 End: 2029-08-31 Extension options: The client has the option to extend the contract period by an additional 1+1 years under existing contract terms Assignment scope: 40 hours per week Overtime - Overtime work (simple overtime and qualified overtime) may occur during the course of the assignment.
