DUTIES
As Unit Manager for the Administrative Support Unit, you will lead and develop a unit responsible for several of the Community Development Administration's shared support processes. The assignment is about creating good conditions for the entire administration to work efficiently, with legal certainty and with order and structure in the processes that need to function together.
The unit is responsible for, among other things, records management, board administration and archival matters, as well as cross-administration work within information management, system administration and e-services. The assignment also includes coordination of intranet and web, information security, crisis and continuity management, training and other administrative support processes.
As a unit manager, you have personnel, work environment, operations and budget responsibility for the unit. You lead employees with various competencies and create conditions for them to take responsibility and develop their respective areas.
The role also involves developing and clarifying common processes, responsibilities and working methods, creating consistency where it adds value, and ensuring that digital support and systems are developed based on the needs of operations. The Unit Manager is expected to actively contribute to the administration's joint development and see the unit's assignment as part of the whole, not as a standalone support function.
The position also provides an unusually broad insight into the entire Community Development Administration and the opportunity to work closely with many different activities and competencies. The assignment is characterized by variety, independence and many points of contact, while leading a group with broad and qualified expertise.
QUALIFICATIONS
We are looking for someone with relevant academic education in political science, law, public administration or another field that we consider equivalent. Experience in management or leadership roles with responsibility for operations and employees is meritorious, preferably from municipal or other public sector activities.
The position requires trusting and relationship-based leadership, good collaboration skills and a clear holistic perspective. The role requires the ability to build relationships and understand different operations' needs, while being able to uphold the requirements for legal certainty, order, information management and common working methods that come with working in a public administration.
We are looking for a person who is proactive and can identify needs and development areas even when they don't come as clear requests. You are expected to drive issues forward, prioritize in a broad assignment and translate requirements and needs into functioning and appropriate working methods.
Furthermore, you have the ability to find practical and appropriate solutions within the requirements and frameworks that apply. The role often involves balancing different perspectives, for example structure and flexibility, uniformity and operations-based adaptation, and control and efficiency. The ability to see what is best for the entire administration, rather than your own unit's perspective, is therefore central.
