Construction Manager – Circular Material Management and Logistics, Subproject 4 Vapelnäs, Double-Track Dingersjö–Kubikenborg We are seeking a construction manager specializing in circular material management and logistics at Trafikverket to work on planning, coordination, and monitoring of material management and logistics flows within the double-track Dingersjö–Kubikenborg project. This is a consulting assignment with a duty station in Sundsvall. Assignment start will be as soon as possible, but no later than November 1, 2026. Utilization rate is 80–100%, with the possibility of at least 50% during the period November 2026 to January 2027. From February 2027, the utilization rate should exceed 80%. About the Company Trafikverket drives the development of railway infrastructure in Sweden. The assignment is part of the East Coast Railway Dingersjö–Sundsvall program and concerns the double-track Dingersjö–Kubikenborg project, which includes approximately ten kilometers of new double-track with several extensive railway and infrastructure measures. About the Role We are seeking a construction manager specializing in circular material management and logistics for Subproject 4 Vapelnäs within the double-track Dingersjö–Kubikenborg project. The subproject is responsible for the project's circular material management and includes, among other things, reception, crushing, sorting, and transport of materials between different parts of the project. The role involves participating in early project planning and creating conditions for circular solutions that contribute to lower costs, reduced environmental impact, and efficient logistics. The duty station is Sundsvall and the assignment requires physical presence in Sundsvall at least 80 percent of the time. Role and Responsibilities Participate in early project planning with a focus on circular material management and logistics. Verify that the contractor constructs according to contract documents and applicable standard agreements. Monitor the design phase and production to ensure local material handling through, for example, crushing and sorting. Plan work together with the contractor. Contribute production expertise to the preparation of tender documents. Participate in production planning. Prepare decision-making materials for notifications and financial adjustments. Manage and coordinate monitoring of MSS extraction. Monitor and handle deviations from building specifications. Monitor the contractor's quality management, self-inspections, inspection programs, inspection plans, measurements, and testing. Participate in site inspections as well as safety and environmental rounds. Contribute to project risk management. Be present during critical work such as connections and track work. Handle matters in the project's information management tool. Verify the contractor's invoices. Participate in inspections and final acceptance. Monitor relational documents, facility data, and operation and maintenance instructions. Develop and implement own inspection programs and inspection plans. Maintain a project diary and monitor the contractor's diary. Ensure that the delivery plan is followed before handover of the facility. Required Competencies 1. Minimum 7 years of experience as a construction manager, work leader, project manager, or site manager with responsibility for progress and financial monitoring. 2. Experience as a construction manager, work leader, or site manager in complex earthwork and infrastructure projects with a value of at least 100 MSEK. 3. Experience in circular material management, logistics planning, and contaminated land in similar projects. 4. Experience working in traffic environments where traffic closures and traffic arrangements on public roads have occurred. 5. Documented knowledge of practical use of AMA. 6. Good communication skills in Swedish, both spoken and written. 7. Category B driver's license. Desired Qualifications 1. High competency in circular material management and logistics planning. 2. Good knowledge of geotechnics and project experience with contaminated excavation materials. 3. Good ability to coordinate production planning and phased construction in two or more adjacent infrastructure projects and collaborate with external stakeholders. 4. Experience in transport flows within the transport and logistics industry. Assignment Information Assignment Period: The assignment should start as soon as possible, but no later than November 1, 2026. The contract is valid through 2031 with the possibility of extension 1+1+1+1+1 years. Scope: Estimated utilization rate 80–100% of annual work hours. From November 2026 to January 2027, a utilization rate of at least 50% is acceptable. From February 2027, the utilization rate should exceed 80%. Duty Station: Sundsvall.
