Currently, approximately 90 employees work in the Community Development Administration. Do you want to build an operation focused on people, service, and trust? We are now looking for a Build and Environment Manager! In our municipality, the build and environment operations are embarking on an exciting development journey, as the operations will be taken over internally starting January 1, 2027. We are therefore seeking a Build and Environment Manager who wants to establish, lead, and shape an operation with a strong focus on service, conduct, and a citizen- and business-oriented approach. This is a role for you if you want to combine secure leadership with authority exercise, and if you see dialogue, clarity, and professionalism as essential tools. Responsibilities As department manager of the Build and Environment Department, you have overall responsibility for the municipality's build and environment operations. The task is to create work methods and culture in an operation that is accessible, legally sound, and solution-oriented. You lead and develop employees, ensure quality and legal soundness in authority exercise, and are a clear representative for the municipality in interactions with citizens and businesses. The role combines management responsibility and administration with operational support and handling of your own cases. The role includes, for example: Establishing and developing the Build and Environment Department with a focus on service and conduct. Leading, supporting, and developing employees in their roles. Developing work methods for dialogue, guidance, and good accessibility. Ensuring legally sound, efficient, and equitable case handling. Collaborating closely with other parts of the municipality as well as with businesses and citizens. Presenting matters and assisting the political leadership with factual and educational documentation. Qualifications We are looking for you who have: Higher education or university degree, or other appropriate education which the employer, together with relevant work experience, deems to provide equivalent competence. Relevant educations may include, for example, building permit handling, environment and occupational health, supervision, or planning and building legislation. Experience and Knowledge We are looking for you who have the following experience: Experience working in build, environment, or other regulated operations. Experience in leadership or a coordinating role. Good understanding of authority exercise and basic knowledge of relevant legislation (Planning and Building Act, Environmental Code, etc.). Experience from public sector operations. Further, the role requires you to be a secure, unpretentious, and relationship-building leader. Since your employees work in customer-facing roles and are the municipality's face to the citizens, you as their immediate manager need to have a genuine interest in service, conduct, and dialogue. You need to guide your employees by being clear and trustworthy in the authority role. Since the department will be completely new, you need to help build it from the ground up, which means you must be development-oriented.
