The Care and Elderly Services Administration at Borås Stad works toward the goal that both younger and older residents in need of care, support, and services, as well as healthcare and preventive health work, shall have a good life every day. The administration consists of just over 2,600 employees, of whom approximately 90 are managers, and is responsible for a budget of 1.8 billion in 2027. We are now seeking someone who wants a key role in an exciting and complex administration in constant development, with many ongoing processes and political assignments. About the Operation As an emergency preparedness and security coordinator, you will be organizationally placed under the office and operational support unit, which is a central support function within the Care and Elderly Services Administration and part of the Quality and Development function. The unit has overall responsibility and plays an important role in supporting and developing the administration's work. The assignment within the office and operational support unit includes responsibility for board and archive processes, records management, investigations, communication, crisis management and preparedness, information security, data protection, climate compensation, and IT. The unit also provides support to administration management and operational management through coordination and administrative services. Additionally, the unit coordinates the administration's work with internship and work experience placements and represents the administration in collaboration with the Finnish minority. The position is based at Ramnåsgatan in central Borås, with proximity to the travel center. Duties As an emergency preparedness and security coordinator, you have a central role in the Care and Elderly Services Administration's work on preparedness and security. You work at both strategic and operational levels and are responsible for driving, coordinating, and developing work within the area. The role involves close collaboration with administration management, managers, and operations, as well as with the city's central functions for crisis management and security (CKS). Within the preparedness area, you collaborate with the chief of staff and the head of Quality and Development. On assignment, you drive, coordinate, and develop the administration's work on crisis preparedness, continuity management, and civil defense. You are responsible for, among other things, planning, implementing, documenting, and following up risk and vulnerability analyses and continuity planning. The assignment includes close collaboration within the social cluster, which consists of the Care and Elderly Services Administration (VÄF), the Social Services Administration (SOF), the Individual and Family Services Administration (IFO), and the Work Life Administration (ALF). You participate, for example, in the social cluster's joint work on the municipalities' capacity for heightened preparedness in healthcare and social services (KHOSS). As part of the assignment, you also provide support to ALF in their preparedness work. You collaborate closely with other preparedness coordinators within the social cluster, as well as with CKS and other relevant functions in Borås Stad. Within the security area, you have a coordinating and developing role for the administration's systematic security work. Operational specialist support is provided centrally by the city (CKS), while your assignment is to systematically follow up on security work within the Care and Elderly Services Administration. You develop procedures and working methods and are responsible for structured reporting to administration management and the board. You support operations on issues concerning physical security, such as ballistic protection and systematic fire safety work, as well as in preventing and managing threat and violence situations. Common to the entire assignment is that you contribute to systematic working methods and follow-up, ensuring that work on preparedness and security does not stop at plans and governing documents, but becomes a functioning part of daily operations. You therefore need to be able to move between long-term development work, coordination and follow-up, and more operationally focused support when the situation requires it. You collaborate with the administration's chiefs of staff on preparedness and crisis management issues. Qualifications We are seeking someone with a bachelor's degree, preferably with a focus on crisis management, preparedness, total defense, or security. A different academic education combined with relevant experience in the area is also of interest. You have experience working with preparedness, security, or risk and vulnerability work and are accustomed to translating governance and requirements into practical working methods in an operation. You express yourself fluently in Swedish, both verbally and in writing. It is advantageous if you have experience from social services or municipal healthcare, good knowledge of the Swedish crisis preparedness system and civil defense, as well as experience in systematic security work in public operations. Knowledge of fire safety work, physical security, and staff work is also advantageous. You are someone who creates structure and gets things done. You thrive in a role where one day you work strategically on development and planning, and the next day you support managers and operations with operational issues. You have an analytical ability that helps you make well-considered assessments, while at the same time being self-directed and taking responsibility for driving work forward. Since the role is based on collaboration, you are communicative, responsive, and have an easy time building trusting relationships—both within and outside the organization.
