Welcome to the Authority for Family Law and Parenting Support (MFoF)! The Authority for Family Law and Parenting Support (MFoF) offers socially important and developmental work in a knowledge-based and dynamic workplace. With us, you contribute to strengthening the conditions for children, parents, and families in Sweden. MFoF is a knowledge authority in parenting support, family counseling, and family law matters handled by social welfare committees. We are also responsible for ensuring that adoptions to Sweden take place in a legal, safe, and ethically acceptable manner. MFoF respects children's rights in all decisions and actions affecting children, and operations are conducted in close collaboration with other authorities, municipalities, organizations, and research actors. MFoF is tasked with promoting equality and equal parenting in its role as a gender equality authority and serves as an LGBTQI-strategic authority. Through our work, we contribute to a more equal society and equal rights and opportunities for LGBTQI individuals. MFoF has experienced very positive development since the authority relocated to Skellefteå in 2018 with new assignments and increasing confidence in our areas of operation. The authority currently has approximately 55 employees. We continue to grow and are now seeking a department manager for the International Adoptions Department. As a department manager, you will work in an ambitious and competent team. The department consists of employees with diverse competencies and extensive experience who together work to maintain high quality in the authority's mission delivery. Responsibilities and Duties As a department manager at the Authority for Family Law and Parenting Support, you will have a central role in leading, developing, and monitoring operations within the International Adoptions Department. You are responsible for ensuring that operations are conducted efficiently, with legal certainty, and with high quality in accordance with the authority's mandate, applicable legislation, and agreed-upon goals. The role includes leading and developing operations from both an operational and strategic perspective. You are part of the authority's management group and actively contribute to the authority's development through collaboration both internally and externally. The role requires trust-based leadership where you create favorable conditions for employees to develop and contribute to operational results. The following duties are included in the role: - Lead the department consisting of a team of employees. - Conduct employee reviews and salary conversations and be responsible for workplace environment matters for direct reports. - Manage operations efficiently and with legal certainty. - Promote collaboration with other departments. - Ensure that governing documents, decided priorities, and other decisions are implemented and that operations are conducted efficiently and with legal certainty. - Conduct development work and quality assurance of assignments. - Establish and maintain contact with the Government Offices and other collaborative partners regarding current and future government assignments. - Externally represent the authority in various national and international forums. Qualification Requirements We are seeking someone who has: - A university degree in law, behavioral science, social work, public health, or experience and qualifications in combination with education that the employer deems equivalent. - At least three years of experience in management or leadership roles with personnel, budget, and operational responsibility. - Experience as a manager in the public sector. - Experience leading qualified employees with diverse competencies. - Experience writing, reviewing, assessing, and quality-assuring various types of materials and texts. - Experience giving oral presentations. - Solid knowledge of legislation relevant to the role, such as the Administrative Procedure Act, the Public Access to Information and Secrecy Act, and the Work Environment Act. - Excellent knowledge of Swedish in speech and writing. - Excellent knowledge of English in speech and writing. It is meritorious if you have: - Experience as a manager at a state authority. - Experience handling complex government assignments. - Experience working with adoption matters at the national and international level. - Experience leading employees remotely by building strong relationships through digital tools, ensuring good information sharing, and promoting effective team collaboration. Your Personal Qualities We are seeking someone who is strategic, has leadership qualities, is results-oriented, communicative, analytical, and has strong collaboration skills. Employment The position is a permanent full-time role and begins with a six-month probationary period. Start date by agreement. You will work from the office in central Skellefteå but have the opportunity to work remotely up to two days per week by agreement with your manager.
