The Business Area's Mission The Swedish Public Employment Service is in the midst of comprehensive change work where operations are being developed on multiple levels simultaneously. We are developing and adapting our working methods. We know that developing and engaged managers are a crucial prerequisite for us to fulfill our mission. On January 1, 2026, the Swedish Public Employment Service's support operations were reorganized into a shared business area, Operations Support. The Operations Support business area is responsible for the Swedish Public Employment Service's operations in finance, HR, communications, legal matters, procurement, and purchasing. Each responsibility area is both supportive and steering, and together the business area delivers coordinated support that creates conditions and contributes to the authority's mission and vision. Communications Department The Communications Department leads and develops the Swedish Public Employment Service's overall communications work, serves as an expert function in communications matters, and provides support to managers and authority leadership. The Communications Department is responsible for developing and monitoring compliance with the Swedish Public Employment Service's communications strategy, brand, internal and external communications, press and stakeholder relations, and communications channels and their content. The department is also responsible for ensuring functioning communications both internally and externally during crisis or wartime conditions. The Communications Department is located at headquarters in Solna and consists of four units with approximately 65 employees. The Department Head's Mission and Responsibilities As communications head, you will lead, develop, and follow up on the Swedish Public Employment Service's overall communications operations in close cooperation with the head of the business area and authority leadership. You are responsible for overall operations and budget planning and have personnel responsibility for the department's operations. You ensure that the department's results correspond to established goals and expectations. Your work takes place in strong partnership both within and outside your own department and in good cooperation with union representatives. As a department head, you will be part of the business area's management group and share responsibility for the entire business area's results and continued development together with the business area director and other departments. In the role, you ensure leadership in accordance with the Swedish Public Employment Service's leadership criteria, with focus on responsibility, decisiveness, and results orientation. You also contribute to developing a culture characterized by trust, openness, and security. As a department head, you are a role model by leading in accordance with the Swedish Public Employment Service's vision and the Swedish state's core values. Our Offer The position is a permanent full-time employment that may be initiated with a six-month probation period. Start date by agreement. Location: Solna. Qualification Requirements We are looking for someone who has: Relevant academic degree or other completed education, or alternatively experience that the employer considers equivalent Multiple years of experience in qualified leadership in a large and complex organization Multiple years of experience in both strategic and operational communications work Multiple years of experience in both strategic and operational press and media work Documented experience of working strategically and operationally with crisis management Documented experience of operations development and change management Experience leading through other managers and leading qualified specialist functions Experience from work in a strategic management group and driving issues in dialogue with other managers Experience establishing structures and unified working methods for operations planning, monitoring, management, and development that have led to good results Very good ability to express yourself in Swedish and English, both orally and in writing Additional Merits for the Position Experience from labor market issues Experience working in a government agency Beyond this, you have the personal ability and aptitude to work in accordance with the Swedish Public Employment Service's leadership criteria.
