Do you want to work on issues where societal benefit, law, operations, and IT converge? Do you want to contribute to ensuring that SMHI's data benefits society while being made available in accordance with legislation and other requirements? We are looking for someone who wants to take overall responsibility for governance and development of SMHI's work with open data. It is a broad role with many contact points where you will have the opportunity to influence both how we work and how our services for making data available are developed. About the Position In this role, you are responsible for the strategic governance of how SMHI makes data available. You work with issues related to regulations, policies, principles, development, and monitoring, and ensure that changes in the external environment are translated into concrete actions. You are also responsible for keeping SMHI's data policy and principles for data disclosure current and applied in operations. An important part of the work is to identify development needs, risks, and resource requirements, and based on operational value, prioritize and plan work in both the short and long term. You prepare decision-making materials and provide support to the organization on matters including data sharing, licensing, and disclosure. You are also the organization's requirements owner for SMHI's open data portal and related services. Together with the development team, you plan and prioritize development and maintenance, and ensure that the organization's needs are translated into clear and prioritized development initiatives. The role also includes budget and financial monitoring. The role involves many contact points and close collaboration with different parts of SMHI. You also represent SMHI in national and international collaboration forums, where you contribute to and monitor developments in data policy and data disclosure. You prepare and anchor SMHI's positions and help ensure that decisions and changes are implemented in operations. Your Profile We are looking for someone with relevant academic education, for example in systems science, geoscience, or law. You may also have other education or work experience that SMHI deems equivalent. You must have very good knowledge of Swedish and English in both speech and writing. It is an advantage if you have good knowledge of French or German. You should have experience and excellent ability to: work with laws, regulations, policies, and governance, preferably in the public sector plan, prioritize, and monitor operations based on operational value, risk, and changed conditions analyze complex issues and prepare well-founded decision-making materials work closely with development teams on planning, requirements management, and prioritization In addition, we would like you to have experience with working at the intersection of operations, law, and IT information and data management and data sharing translating legal/regulatory requirements, policies, and operational needs into concrete actions and development initiatives representing an organization internationally, anchoring positions, and implementing international decisions, agreements, or regulations into concrete actions financial planning and monitoring, project management, pricing, contract management, and agile working methods in close collaboration with development teams Knowledge of open data and regulations for data disclosure, as well as technical understanding of APIs used in data disclosure, is also desirable. To succeed in this role, you need to be analytical and structured and have the ability to see the bigger picture. You are interested in societal issues and governance and are motivated by creating value for SMHI and society. You can balance different perspectives, needs, and requirements and consider long-term consequences, economics, and resource use in your assessments. You are self-driven, move work forward, and adapt when conditions change. At the same time, you are relationship-building and collaborate well with both experts and colleagues as well as external stakeholders. You communicate clearly and in a way adapted to your audience, take initiative in dialogue, and listen to different perspectives to contribute to consensus even when needs and priorities differ. You see the value of iterative development and enjoy working closely with development teams, where you contribute clear priorities, goals, and requirements. You do not need to be a technical specialist, but you have the interest and ability to understand technical solutions and dependencies at a level that makes you a clear requirements owner. You are also curious about SMHI's operations and want to understand our different subject areas and needs. Great emphasis will be placed on your personal qualities. Employment Type: Permanent Location: Norrköping. A majority of work time is on-site, with the opportunity to work from home when it suits operations.
