Do you want to turn the municipality's land assets and development goals into viable business opportunities that create housing, workplaces, community services, and attractive living environments? We are looking for someone who combines business acumen with solid experience in land and real estate development matters. As a Business Developer, you will have a central role in identifying, analyzing, and developing opportunities in the municipality's land and property holdings. You will work at the intersection of urban planning, real estate development, economics, and implementation – from initial concept to decision and development project. 1 position(s). DUTIES You will work primarily in early and strategic phases, but also follow initiatives through to implementation. Using the development process as a foundation, you will develop business models, assess feasibility, and create conditions for long-term sustainable land and urban development. You will coordinate internal expertise and build trusting relationships. You will work closely with department and administration leadership and represent the department and administration in municipal strategic contexts. In the role, you will, among other things: • identify and develop new business and development opportunities in the municipality's land and property holdings. • analyze market, external environment, and development potential for housing, businesses, establishments, and community services, with a focus on the local market. • lead location studies, preliminary investigations, and other strategic analyses. • assess legal, technical, planning, and financial conditions for development. • prepare development and investment calculations and analyze risk, economics, and feasibility. • develop business models, strategies, and implementation arrangements for various development areas. • initiate and drive development projects from concept and analysis to decision and implementation. • work with strategic land procurement, land allocations, land acquisitions, land exchanges, land sales, and development agreements. • conduct dialogue and negotiate with property owners, developers, builders, investors, and other external stakeholders. • identify opportunities to attract investments and new establishments. • prepare clear decision-making materials for municipal leadership and political bodies. • coordinate expertise in planning, law, economics, technology, property, and business development. • serve as the department's information resource, compiling and analyzing data and statistics from development projects. QUALIFICATIONS You have relevant academic education in, for example, surveying, civil engineering, real estate economics, property law, real estate development, urban planning, or other education that the employer considers equivalent. To succeed in the role, you need to have several years of experience with qualified work in land and development, for example from a municipality, real estate developer, developer company, or consulting firm. You have worked with multiple aspects of the development process and understand the connections between property ownership, physical planning, property law, economics, agreements, and implementation. You also have experience with: • developing and assessing business or project opportunities in early stages. • leading complex processes and projects with multiple stakeholders. • preparing economic analyses, calculations, and decision-making materials. • negotiating and creating sustainable agreements and long-term relationships. • presenting complex economic, legal, and strategic issues clearly. It is an advantage if you have: • experience with strategic land procurement and municipal land development. • worked with development calculations, investment assessments, or property valuation. • experience with land allocations, development agreements, and land acquisitions and sales. • worked with major urban development projects, commercial properties, or industrial and business establishments. • good knowledge of planning and building law, property law, and municipal decision processes. • experience working in a politically governed organization. You weigh public benefit against economics and risk and can translate analysis into concrete, viable initiatives. You work independently and in a structured manner, while also being a skilled relationship builder. You build trust between the municipality and private actors, manage different interests, and drive processes forward. You are confident in negotiations and can represent the municipality professionally in both internal and external contexts. Employment Type: Permanent position. Duration: Indefinite.
