Emergency Preparedness and Security Coordinator

About the Workplace You will work across the social administration and be part of the Quality and Development unit, which is organized under the social administration's staff office. The Social Administration's activities encompass both official authority functions and service delivery in the areas of home care, residential care, LSS activities, and social psychiatry. We offer and work with various forms of care and support so that all residents can live as empowering, independent, and good lives as possible. Our goal is to, through assistance, advice, and other interventions, work toward positive changes in people's lives and contribute to individual independence. Our efforts are based on respect for the individual's self-determination and integrity. In the Quality and Development unit, we work with various assignments that together aim to ensure that the work carried out within the administration's operations meets the requirements and goals applicable to the activities according to laws and other regulations. Within the unit, there are development managers, development coordinators, medically responsible nurses, medically responsible rehabilitation personnel, socially responsible coordinators, systems administrators, welfare technologists, IT business developers, and board secretaries. The position of Emergency Preparedness and Security Coordinator is newly established. The position should address the Social Administration's need to develop and coordinate preparedness work in the sector's operations: residential care, municipal primary care, ordinary housing, disability services, and individual and family care, as well as coordinate security matters based on, for example, employee work environment. Work Tasks As an Emergency Preparedness and Security Coordinator, you have a key role in developing and strengthening the Social Administration's overall preparedness capacity. You are the administration's specialist in this area and drive the work forward in a structured and goal-oriented manner, with a focus on increasing the robustness of operations. You ensure progress in preparedness work and contribute to both the administration and the municipality at large – in close cooperation with the municipality's central security and preparedness function – developing a long-term sustainable ability to prevent, manage, and recover from disruptions and crises. In addition, you coordinate security matters within the administration, such as ensuring relevant security in the administration's operational facilities and access to alarms when needed. You will coordinate training in both preparedness and security areas. In this role, you work closely with the operations and provide active, supportive, and operationally-focused support. You translate overarching requirements and governance into concrete and practically applicable work methods, and work to ensure that preparedness and security matters become a natural and integrated part of daily work. The role also includes cooperating with other actors, both internally within the municipality and externally with, for example, the regional health authority and government agencies. You contribute to creating structure in complex contexts and ensure that preparedness capacity exists not only in plans but is anchored, known, and functional in everyday operations. Examples of work tasks: - Support operations in identifying critical functions and processes that need to be maintained during disruptions and crises - Coordinate, revise, and follow up on continuity and preparedness plans - Plan and conduct exercises and scenario training to strengthen the organization's crisis preparedness - Ensure structure, access, and follow-up of preparedness supplies and supply readiness - Plan and implement training measures in preparedness and crisis management - Cooperate with the municipality's central preparedness function as well as with the regional health authority and other government agencies - Monitor compliance and contribute to development through learning from incidents and exercises Qualifications The assignment requires: - Relevant education - Good ability to plan, organize, follow up, and drive work forward - Ability to work both independently and in cooperation with others - Good communicative and pedagogical skills - Understanding of relevant legislation and public operations Meritorious: - Experience from work in municipal primary care or care/disability services - Experience from work with preparedness and crisis management We are looking for you as an implementer – you see what needs to be done and ensure it gets done.
