Labor Market Consultants

Description Labor Market and Integration (AME) coordinates the municipality's labor market policies and employment promotion measures for individuals receiving financial assistance, such as the long-term unemployed, people with disabilities, and foreign-born residents. AME is also responsible for the Municipal Activity Requirement (KAA), the municipality's summer jobs program for young people, and the municipal refugee reception program. We also operate various projects that include Region Gävleborg, the Swedish Social Insurance Agency, and the Public Employment Service. Our work is conducted in collaboration with social services, the Public Employment Service, the Migration Agency, the Swedish Social Insurance Agency, the County Administrative Board, Hälsinglands Education Association, primary schools, and other partners in both the public and private sectors. As of July 1, 2026, AME will also be responsible for implementing municipal initiatives within the framework of the new reform, the Activity Requirement. The Activity Requirement means that individuals receiving subsistence support must be offered activities by the municipality to maintain their support and progress toward employment and education. These initiatives can include group activities, individual coaching, language development programs, skills enhancement activities, work training, internships, and supported employment. We are now seeking two to three labor market consultants to support this work. Organizationally, AME belongs to the Social Services Department and is structured in three units, each consisting of staff members who support individuals in various ways as they work toward entering the labor market or starting their education. The organization within AME is under development to better adapt to the new assignment within the activity requirement reform. The positions now being advertised will be distributed among these units based on need. Job Responsibilities As a labor market consultant, you will work with individuals who, for various reasons, struggle to find employment and have not succeeded in entering the labor market. Your task is to enable progression toward employment and/or education, and to support the individual in targeted interventions. You are responsible for documentation, implementation plans, and support for participants and supervisors at workplaces. Together with your colleagues, you will support and challenge participants both in individual work and in groups. The interventions should be based on the individual's needs and on indicators that are central to progression toward education and employment. Today, work is conducted through internships, job search activities, study visits, health promotion initiatives, and coaching conversations. The position also includes initiating and maintaining collaboration with other agencies such as healthcare, social services, education providers, and other government actors. You will be involved in AME's work with materials and approaches based on the BIP study (Employment Indicator Project), where progression measurement tools are used in dialogue with participants, and where activities and interventions are anchored in selected indicators that have been shown to increase the likelihood of obtaining employment. Qualifications We are looking for someone with a bachelor's degree in behavioral science or other education, along with work experience that the employer considers equivalent. You should have experience working with the unemployed who are far from the labor market, young people, and individuals with foreign backgrounds and weak knowledge of Swedish. You should have good knowledge of the labor market and educational pathways. You have knowledge and experience in the NPF field, study motivation work, crime prevention work, and documented experience working with behavior change. You need to have good people skills and a sense for working with people facing various difficulties. You are flexible, skilled at collaboration, and good at building relationships with people. You are persistent and patient, with a focus on achieving sustainable, long-term results together with the individual. You possess the ability to view the individual from a holistic perspective and are accustomed to working with groups and using motivational conversations as a tool in your work with people. You also need to be organized in your work, self-directed, have digital skills, and possess a strong ability to express yourself in Swedish, both verbally and in writing. Documentation occurs both in our own activity system and in various materials created to support administrative functions within the Department of Child and Family Services and for follow-up purposes with various authorities. Personal suitability will be given particular consideration. A driver's license (category B) is required as travel is part of the position. We welcome your application! We conduct risk screening (extract from the criminal record register) as a form of suitability assessment for all who are offered employment in activities where direct contact with young people occurs.
