The Building Permits Department handles applications for building permits, demolition permits, preliminary decisions, shoreline protection exemptions, and notifiable actions. We provide support and guidance throughout the building permit process and ensure that applications comply with the municipality's urban development plans, environmental requirements, and sustainability goals. The department has a strong focus on digital development and has implemented several digitalization projects, including the introduction of e-services and process automation. The department consists of approximately 120 employees and is divided into seven units. We are now seeking an engaged operations developer for the building support unit who, together with our existing operations developer, will drive and coordinate development work within the department. This position is a temporary role with a desired start in November 2026. The interim assignment runs through October 2027. Responsibilities As an operations developer, you will play a central role in developing and streamlining the work of the building permits department. You will drive improvement initiatives, ensure that processes are legally sound and efficient, and contribute to digital development. The work involves close collaboration with colleagues, management, and external stakeholders. Your main responsibilities include: Coordinate and drive development work within the department. Implement improvement initiatives and coordinate routines and policies. Lead and participate in projects, such as archiving and automated decisions. Develop and improve processes within the building permits area. Collaborate with other departments and external stakeholders. Monitor the external environment and network within the urban development field. Develop and improve e-services for our customers. Qualifications We are looking for someone with: A university degree in a relevant field and experience in operations development within public administration, preferably in urban development. Experience in project management in a large or complex organization. Very strong IT skills. Meriting: Experience with building permit processes and management systems within the field. To succeed in this role, we believe you are communicative and skilled at building trust in collaborative relationships. You have the ability to lead and train others in digital tools and processes. Furthermore, you are analytical with strong learning ability, which enables you to quickly acquire new knowledge and apply it in practice. You are proactive and work independently by driving development initiatives forward and have the ability to work in a structured manner with a good overall perspective of the department.
