Description:
The County Administrative Board of Scania is a state authority at the regional level responsible for state administration in the county. We work to ensure that national goals are implemented in the county based on regional conditions. Within our assignments, we work with advisory services, permits and supervision, plans and strategies. We manage natural areas and distribute financial support. We collaborate with actors throughout the county. We have approximately 600 employees and have offices in Malmö and Kristianstad. Description The County Administrative Board is now seeking an interim water management officer for the water unit at the Department of Nature and Water. Your workplace will be at our office in Malmö. The employment is a temporary position for 12 months with a possible opportunity for extension. Start date as soon as possible according to agreement. The Water Unit works closely with the Fisheries and Restoration Unit and the Water Strategy Unit. Together, we work broadly with water issues in the county, including restoration of aquatic environments, fisheries, supervision of water activities, contributions to local water care projects (LOVA), liming of acidified waters, protection of drinking water, and development of knowledge and planning materials, environmental monitoring, and water management. Our common task is to protect, restore, and develop our aquatic environments and to contribute to the fulfillment of environmental and fisheries policy objectives. The units together have approximately 40 employees with different educational backgrounds. Among us work, for example, limnologists, marine biologists, fisheries biologists, physical geographers, environmental scientists, nature conservation engineers, agronomists, and geologists. Duties The Water Unit handles various water activity cases under the Environmental Code. Our cases can involve many different types of activities affecting water: landfill, excavation such as in water course restoration, hydroelectric power plants, land drainage, drainage projects, coastal erosion, major infrastructure projects, water protection, and extraction of surface or groundwater for drinking water or irrigation. You will primarily work with groundwater issues, but will also contribute to the Water Unit's other areas of work as needed. In this role, you will have many contacts, including with municipalities and municipal companies, businesses, property owners, consultants, SGU, SGI, the Swedish Transport Administration, the Swedish Environmental Protection Agency, the Swedish Board of Agriculture, the Land and Environmental Court, the Swedish Agency for Marine and Water Management, other county administrative boards, and the public. The work includes handling consultation matters, participation in permit reviews in the Land and Environmental Court, supervision under the Environmental Code, collaboration in major infrastructure projects, and handling notifications from the public. A large part of the work involves groundwater extraction and its impact on protected areas and the surrounding environment, for example at quarries and irrigation extraction sites. You will also work on issues related to water protection areas, water supply, and other groundwater-related matters. In this role, you can also serve as internal support within these areas. As an employee at the County Administrative Board, you have three roles: employee, colleague, and civil servant. As an employee, you represent the authority; together with your colleagues, you contribute to the overall result; and as a civil servant, you create social value based on your professional expertise. Qualifications The County Administrative Board seeks to have employees with different characteristics, circumstances, and life experiences. The interaction between employees' differences and similarities is one of the County Administrative Board's success factors. We are looking for someone with a university degree in geology or other natural science university education with a focus on geology and groundwater. You have experience working with environmental and quantity-related groundwater issues. You should also have knowledge of permits and supervision under the Environmental Code. It is an advantage to have authority experience in this area. A B-level driving license is required for this position. As an employee at the County Administrative Board of Scania, you have the ability to work both independently and in a team. You are structured, can take your own initiatives, and have a good ability to prioritize and communicate in an educational manner. You must be confident and secure in your authority role, as the cases you will handle are often complex with many conflicting interests. You have the ability to place issues in a broader context, with connections to other subject matters, and have an environmental commitment. We place great emphasis on personal qualities. Security Classification The County Administrative Board has an important coordinating role in societal disturbances, and therefore we place high demands on our employees' security and confidentiality awareness. Some of our positions are security classified and may also involve wartime deployment at the authority, which means that security vetting must be conducted before an employment decision is made. In some cases, Swedish citizenship is required in accordance with the Security Protection Act (2018:585).
