Your Role and Responsibilities
We are looking for someone with several years of experience who wants to continue developing within both procurement and in the role of a qualified in-house counsel. You will independently handle advice to the authority's employees, conduct legal investigations, and together with colleagues, you will manage matters with a high degree of complexity.
You will become part of the Legal Affairs unit, consisting of legal counsels, procurement specialists, records managers, and archivists. The unit is led by the Chief Legal Counsel and consists of a total of eight people who work closely together and across areas of expertise.
As an in-house counsel with us, you will receive a broad and stimulating assignment. The unit handles legal matters and provides advice in areas such as:
administrative law
public access and confidentiality
procurement and contracts
digitalization and data protection
regulatory work.
You will independently conduct legal investigations and provide support to the organization on legal matters – sometimes directly linked to the Swedish Agency for Public Management's various government assignments. The role has a focus on public procurement, contracts, and contract management. You work closely with our procurement specialist and are responsible for:
supporting and ensuring quality in procurements
establishing and ensuring quality of contracts
contributing to contract management.
A large part of our procurements concerns IT and system solutions as well as consulting services, which gives you the opportunity to work at the intersection of law and technology.
Your Background and Qualifications
We are looking for someone who has:
a law degree or law candidate degree
at least two years of relevant experience in legal work
experience with public procurement
experience from public administration
good knowledge of public access and confidentiality, public procurement, and contract law
very good ability to express yourself in Swedish, both orally and in writing.
It is meritorious if you also have:
experience from the state sector
experience with open procurements, re-tenders, or orders from the National Board of General Equalization's framework agreements
experience with IT or system procurements and consulting procurements
knowledge of IT law, digital administration, or data protection.
