Description
The Swedish Coast Guard's Maritime Surveillance Methods Development Unit is seeking an Operations Developer specializing in weapons, protection, and conflict management, based in Karlskrona, Gothenburg, Malmö, or Stockholm.
The Maritime Surveillance Methods Development Unit is part of the authority's Development and Innovation (UI) department and is responsible for developing, establishing, monitoring, and maintaining methods for the Coast Guard's operational activities.
The unit is particularly responsible for developing capabilities in control, supervision, and crime prevention. Within these areas, weapons, protection, and conflict management are central functions that require operational experience, tactical understanding, and the ability to translate experience into governing methods and practices.
Responsibilities
As an Operations Developer specializing in weapons, protection, and conflict management, you will become one of the Coast Guard's leading experts in this field. You will be responsible for the authority's long-term capability development within your area and serve as qualified expert support and adviser to the entire organization within these subject areas.
You will lead development by creating system objectives, dimensioning governing documents, and method descriptions that form the foundation for how the Coast Guard will develop, maintain, and use its operational capabilities. You will translate operational needs, experiences, threat assessments, and legal requirements into methods and practices that ensure consistent, legally sound, and operationally relevant application throughout the organization. You will also lead the development of protective equipment and materials within the weapons, protection, and conflict management field.
Qualifications
As an applicant, you have relevant post-secondary education combined with current work experience in the relevant subject areas or equivalent competence that the Coast Guard deems comparable.
You have:
Documented experience working with issues related to weapons, protection, and operational tactics.
Relevant operational and/or support function experience from, for example, the Swedish Coast Guard, the Swedish Armed Forces, the Swedish Police Authority, or other operations with similar missions.
In addition, it is meritorious if you have:
Knowledge and experience within the Swedish legal system.
Knowledge and experience in drafting governing documents at various levels and with varying degrees of detail.
Knowledge and experience in capability dimensioning and system objective work.
Experience in project management and procedural case handling.
Knowledge and experience working against adversarial threats.
Experience from maritime operations.
Documented experience in central development work in larger organizations or equivalent.
You express yourself very well in both speech and writing in Swedish and English. You are analytical, structured, and able to translate complex issues into clear and practically applicable solutions.
You work independently and drive your matters forward, while at the same time building trust and collaborating with different parts of the organization. You are clear in your communication, have sound judgment, and high personal integrity.

Terms
The position is a permanent employment with an initial probationary period. Start date by agreement.
Swedish citizenship, a passenger car driving license, drug testing, and security clearance according to the Security Protection Act are required for employment.
The Swedish Coast Guard participates in international assignments and operations. Employment therefore includes an obligation to serve abroad if required for the organization's operations.
Permanent employment also includes an obligation to be placed for military service.
