Do you want to contribute to safer healthcare and care services? The Inspectorate for Healthcare and Care (IVO) is now seeking a Department Head for Records and Archives. IVO's mission and responsibility are expanding. We are sharpening both our working methods and our organization to take on a larger role. In the coming years, we will need more staff. As part of our change effort, IVO has introduced a new organizational level, departments, and department heads accordingly. Within the Department for Operational Support, there are three departments with underlying units. The Records and Archives Department is responsible for archives, registration and documentation, the authority's information management, and coordination of matters regarding the release of documents or information. About the job As head of the Records and Archives Department, you have strategic and long-term responsibility for IVO's work in managing the authority's documents in a uniform, structured, and efficient manner throughout their entire lifecycle. You are responsible for both operational work and the development of IVO's overall capabilities in this area. You ensure a records and archives function that is legally sound and efficient, and you create conditions for business development, improved working methods, and skills development. You represent the department, monitor the external environment, and collaborate with other authorities and external actors. The role involves close collaboration with the department head, subordinate unit heads, and other department heads within the department, as well as with other managers and staff within IVO. The role also involves close collaboration with the Legal Department, which provides legal support in matters of document release. You report directly to the department head and participate in the department's management team, where you actively contribute to the strategic management of the department. You have operational, budget, and personnel responsibility for your department and ensure the work environment in accordance with laws and regulations for systematic work environment management. Leadership role You are a clear leader and employer representative, with good understanding of the employer role both in relation to staff and to your superior. You have the ability to communicate and anchor strategic decisions and messages in a way that is understandable and appropriate. The role requires attentive, engaged, and developmental leadership, with a focus on leading, coaching, and developing subordinate unit heads in line with IVO's mission and goals. Qualifications We are looking for someone who has: A law degree (Jur.kand), archivist education, or equivalent as deemed relevant by the employer, Several years of management experience at a state authority, Experience leading and developing operations with clear quality and legal security requirements, Good knowledge of Swedish, both spoken and written. It is advantageous if you have: Experience with strategic work in records and information management, Good knowledge of the laws governing public administration's information management, including the Public Access to Information and Secrecy Act, the Freedom of the Press Ordinance, and the Archives Act, Experience managing other managers or work leaders, such as team leaders, project leaders, and/or supervisory leaders, Experience with major change and improvement initiatives, such as digitalization and IT development work in records management or equivalent areas. Personal qualities You have excellent collaboration skills and work with a clear holistic and development perspective. You thrive at the intersection of strategy and operational implementation and have the ability to translate overarching goals into concrete action plans and clear assignments. You are organized, solution-oriented, and good at prioritizing. You have good planning and coordination skills and ensure that initiatives are implemented efficiently.
