The Social Services Department works to create security, independence, and good quality of life for people at different stages of life. There are four operations within the department: care and support, health and medical care, individual and family care, and functional support. With the person in focus, we work together to provide support, care, and service with quality and consideration.
Care and Support encompasses special housing facilities and home care services, as well as a staffing unit that arranges short-term and hourly substitute positions.
We are in an exciting development phase focused on increasing individual influence, implementing new working methods, promoting engaged and healthy employees, and ensuring competency supply. Our challenge is to develop a more efficient way of working while maintaining high quality in support and care. You will be responsible for two management groups, one for home care and one for special housing facilities, with a total of 13 engaged and knowledgeable unit managers.

DUTIES
As Operations Manager, you have overall responsibility for operations, finances, and personnel. You lead, develop, and monitor operations against set goals. You both want and are able to lead the operation cost-effectively while maintaining high quality and ensure that laws, guidelines, and procedures are followed. Furthermore, monitoring the external environment is included to keep you updated on current research and development. As Operations Manager, you are expected to represent and advance the municipality's care and support matters in various contexts. Collaboration with other departments and actors is also included. Cooperation with labor organizations is an important part of succeeding in your assignment.
In your role as Operations Manager, you strategically lead and develop your operation forward in the work of creating the best possible operation. Therefore, it is important to work close to the operation so that you build long-term and trusting relationships, both internally and externally.
You report directly to the Department Director and are part of the Social Services Department management group with a focus on strategic issues. Here, everyone contributes actively and takes overall responsibility for quality and development within all the department's areas of operation to jointly lead the department's continued development.
We offer you stimulating and developing work. You will have a Department Director who is present, positive, and clear and gives you considerable freedom to shape your working methods. You also have support and assistance from your colleagues in the management group. The management group consists of a Department Director, three Operations Managers, two development strategists, and a Head of Digitalization and Welfare Technology. There is good cooperation with various support functions such as HR, economists, and payroll specialists.

QUALIFICATIONS
You have university education that the employer considers relevant for the position and several years of experience as a manager. Furthermore, you have experience working in the field and in a politically governed organization. You have good ability to express yourself both orally and in writing in the Swedish language. A category B driving license is a requirement for the position. It is meritorious if you have experience leading other managers.

You are a present and confident leader who listens to others and is good at collaboration, while you can be courageous and clear when it comes to making decisions. You also need great drive and engagement in development matters. You have strategic thinking and a comprehensive perspective based on the management group's assignment.
We will place great emphasis on personal suitability, also in the department's management group.
