Senior Specialist

The Ministry of Transport (registration No. 90000088687) announces a competition for the position of Senior Specialist at the Finance Department of the Development and Financial Planning Department for an indefinite period. Main responsibilities: draft budget requests, prepare annual and medium-term state budget projects for the sector leadership; prepare and monitor the implementation of financing plans, prepare revenue and expenditure estimates, monitor their implementation; compile reports and presentations on the implementation of state budget expenditures; participate within the timeframes set by the Cabinet of Ministers and the Ministry of Finance in the preparation of the budget project or amendments to it; supervise the allocation of budget funds and analyze the implementation of revenue and expenditure plans of subordinate institutions and state-owned enterprises delegated tasks in relation to financial indicators; ensure the protection of sector interests in inter-institutional working groups, coordinate the preparation and submission of information. Requirements for candidates: compliance with the requirements of Article 7 of the State Civil Service Law; higher academic education or second-level professional higher education in economics, management sciences, or legal sciences; desired work experience in state or local government institutions, or state-owned enterprises; desired work experience in budget planning; knowledge of financial management issues; good knowledge of English (for information preparation, document analysis, and participation in international meetings); good communication, work organization, and analytical skills. The performance of the duties of the position requires the independent use of a national electronic identification solution, i.e., eSignature mobile, eSignature eID, or eSignature card.
