MINISTRY OF DEFENCE announces an open competition for a civil service position Audit and Inspection Department Audit Division Senior Expert We offer: the opportunity to perform responsible and interesting work in state administration in the defence sector; the opportunity to work in a team of knowledgeable professionals, contributing to the strengthening of Latvia's defence and security; the opportunity to expand knowledge and professional skills; workplace in central Riga; additional leave after the first year of work; social guarantees in accordance with those established in state administration, health insurance policy; monthly salary from EUR 2095 to EUR 2549 (before tax deductions), vacation allowance. Main job duties: plan and organize the conduct of internal audits and post-audits, with in-depth specialization in the field of conducting audits of European Union funded programs and project management; independently, based on risk assessment, conduct planned internal audits and provide assessments of internal control system operations; provide recommendations to the State Secretary or head of institution on necessary improvements to the internal control system; ensure preparation of written audit completion reports for each conducted internal audit, develop and submit to the department head, the Ministry and its subordinate institutions, including NBS, the schedule for implementation of recommendations; participate in the work of audit, thematic inspection and investigation groups. Requirements for candidates: compliance with the requirements of paragraph 9 of the Law "On State Secrets"; compliance with the requirements of paragraph 7 of the State Civil Service Law; academic or second level professional higher education in economics (finance, accounting, audit), management sciences or law; desired internal auditor certification; desired experience in state administration of at least three years; professional skills to compile and analyze extensive information; ability to independently perform analytical work, preparing assessment reports on the operation of the internal control system, providing suggestions for its improvement; desired knowledge of internal audit, internal control system operations and risk management; desired knowledge of European Union financial instruments; good communication and cooperation skills, high sense of responsibility, accuracy; interest in the state defence sector and NBS tasks; good English language knowledge to ensure audits on the implementation of European Union instruments; good computer application skills, good skills in working with MS Excel; desired experience working with the resource management system "Horizon". To perform the job duties, the civil servant must use an independently registered national electronic identification solution, i.e., eSignature eID. The position is subject to paragraph 23 of the first part of paragraph 17 of the Law "On Emergency Situations and States of Exception".
