Main job duties: work on strategically significant procurement projects, including information gathering and analysis, communication between involved parties, preparation of decision proposals for sector management; ensure control of the performance of contracts concluded as a result of strategically significant procurements essential to state security; ensure organization and implementation of inter-governmental purchases, joint foreign procurements, and exemptions defined by law related to information protection; develop procurement and/or procurement procedure support documents (publications, certificates, reports, regulations, invitations, notices, decisions, response letters, meeting minutes, and other documents). Requirements for candidates: compliance with the requirements of Article 9 of the Law "On State Secrets"; compliance with the requirements of Article 7 of the State Civil Service Law; academic or second-level professional higher education, preferably in policy science, law, economics, or finance; experience in preparing documents, including regulatory act drafts, related to the public procurement field; professional knowledge and understanding of matters related to the public procurement field, procurement procedures; very good English language skills, as it is necessary to ensure inter-governmental contract management and communication of involved parties, as well as organization and implementation of joint foreign procurements; knowledge of the defence sector's objectives, tasks, and structure; ability to work with large amounts of information in a dynamic work environment, competence to understand and apply regulatory requirements in practice; ability to argue and make reasoned decisions; high sense of responsibility. To perform the duties of this position, the civil servant must independently use a national electronic identification solution, i.e., eSignature eID.
