Ministry of Culture (Registration No. 90000042963) announces a repeated open competition for the position of Deputy Director of the Cultural Policy Department on a fixed-term basis. We will entrust you with: developing draft legal acts, policy documents and development planning documents in the field of cultural heritage and participating in the formation of policies in other sectors if they affect the field of cultural heritage, ensuring public participation in the policy development process; analyzing the situation in the cultural heritage sector and identifying priority development areas; consulting representatives of the public and specialists from other institutions on cultural heritage matters; participating in local, regional, national and international conferences, seminars and meetings on cultural heritage matters, representing the Ministry and the Republic of Latvia; participating in the preparation of the Ministry's management documents (agency development strategy, work plan, annual report); participating in the work of inter-agency working groups, commissions and councils, representing the Ministry of Culture; performing the duties of the Department Director during the Director's absence. We expect from you: compliance with the requirements of Article 7 of the State Civil Service Law; academic higher education or second level professional higher education in humanities or social sciences; at least 2 (two) years of work experience in a leadership position (acquired within the last 7 (seven) years); work experience in the preparation of draft regulatory acts and policy development documents; desirable work experience in public administration; desirable experience in inter-institutional and international cooperation networks and working groups; excellent knowledge of Latvian language and good knowledge of English language (for the purposes of this Competition, at least C1 level in the state language, at least B1 level in oral communication skills in English in accordance with the Europass language self-assessment table (available at: https://rm.coe.int/CoERMPublicCommonSearchServices/DisplayDCTMContent?documentId=090000168045bb5e)); good knowledge and understanding of cultural policy in Latvia and its planning; good knowledge and understanding of the preparation and development of draft regulatory acts and development planning documents; good management and work organization skills; ability to assess facts, analyze data, anticipate and evaluate risks; ability to efficiently and in accordance with priorities coordinate the performance of job duties in conditions of high intensity and limited time; ability to work with MS Office and internet resources at a professional level; good cooperation and communication skills; ability to substantiate your opinion argumentatively.
