Your Responsibilities
As manager of the Water and Wastewater Services unit, you have overall responsibility for operation, maintenance, and development of the municipality's water and wastewater infrastructure. You lead an established organization with both administrative staff and skilled workers and ensure a stable, efficient, and future-proof operation.
The role is both strategic and operational, where you drive development while staying close to the operation and your employees.
You report to the department manager and are part of the department's management group, where you actively contribute to overall governance and development.
You also represent the operation externally and are responsible for preparing decision-making documents and presenting to the board.
Responsibilities and Tasks
• Lead, develop, and follow up on the Water and Wastewater Services unit's operations based on objectives, quality, and efficiency
• Personnel responsibility for approximately 31 employees, where the Water Operations unit has a group manager and 12 skilled workers
• Coach and develop employees to strengthen competence, engagement, and performance
• Manage budget, results, and follow-up according to the municipality's governance model and be responsible for the municipality's water and wastewater rates
• Prepare decision-making documents and, if necessary, present matters to the board
• Ensure compliance with laws, requirements, and guidelines
• Drive and prioritize development projects within the water and wastewater sector
• Actively contribute to the management group and strategic development work in the department
You drive and are responsible for development initiatives such as:
• Implementation of remotely readable water meters
• Projects related to the municipality's growth and new detailed plans
• Capacity-increasing measures and long-term network development
• Renovation and modernization of the water and wastewater network
• Implementation of new control and regulation systems for pumps
In this role, you ensure that the operation complies with current laws and requirements, including:
• The Water Services Act (including new regulations)
• The Cybersecurity Act and the NIS Directive
• Work Environment Regulations (AFS, updates from 2023)
This requires understanding, structure, and the ability to implement regulations in practical operations.
Your Profile
Requirements
Education
• Academic degree in a relevant field, such as civil engineering, environmental engineering, roads and water, or other education/experience that the employer deems equivalent.
Experience
• Experience in management and leadership positions with personnel, budget, and results responsibility
• Experience in strategic development work
• Experience in investment planning or major infrastructure projects
• Several years of experience from water and wastewater services, technical operations, infrastructure, or similar fields
• Good economic understanding (budget, follow-up, and results responsibility)
• Experience working in or with a politically governed organization
• Strong ability to write decision-making documents and present to management/boards
Meriting Factors
• Experience from municipal water and wastewater operations
• Knowledge of relevant laws and regulations
• Experience in change management and technical development projects
