Your responsibilities
As a development manager, in your role as object manager for operations for the Education, Culture and Leisure object, you will have a leading role in Linköping Municipality's governance and coordination model for digitalization. This means you will be a central player between operations and technology. Through collaboration, dialogue, and a clear focus on operational benefit, you contribute to transforming ideas and needs into reality. You are responsible for planning and coordinating the work and developing an associated budget, which you also follow up on. The goal is for us to work according to portfolio management where prioritizations between needs, initiatives, and projects will need to take place.
In the role, you will work closely with managers, operations specialists, project managers, and representatives from the municipality's IT department, such as system administrators, IT developers, IT project managers, etc. You will also collaborate with functions from other departments that have similar roles.
In this job, you will have the opportunity to work in an environment where you move between strategic, tactical, and sometimes operational work. You will be a driving force in changes and follow up on procurement and implementation projects, and you need to thrive in the role of leading without necessarily being a manager.
Your workplace
The Unit for Case Handling, Committee and Digitalization is part of the Staff Division at the central Education Office. Together, we are 12 people with different competencies who deliver on various areas of responsibility. The unit includes areas of responsibility such as information and case management, object management and AI, as well as the records office and committee work. We work together with approximately 150 other colleagues in activity-based office spaces centrally located directly adjacent to Stora torget.
You as an applicant
We are looking for someone with an academic technical or philosophical master's degree, for example as a civil engineer, civil economist, in systems science, informatics, or a similar field that the employer deems relevant.
A requirement for the position is that you have experience in strategic coordination, portfolio management, or a similar role at the interface between IT and operations. It is highly meritious if you have previously worked with quality development, change management, and have project management experience. Furthermore, we consider it a great plus if you have experience working in the public sector.
To succeed in the role, you must have very good knowledge of Swedish, both spoken and written. If you also have knowledge of IT systems and a good understanding of business and system architecture, we consider that meritious for the position.

You think strategically and have a broad perspective on issues, where you consider the long-term significance of things and further consequences, and adapt your actions accordingly. You are also initiative-taking, start activities, and achieve results. You coordinate groups, become an important reference point for others, and create strong engagement and participation.
