We are now seeking a development manager with responsibility for the municipal office—a key role for someone who wants to contribute to developing the future of municipal governance and operations. About the Role This is a newly created position within the Municipal Board administration. Here you work closely with the municipality's strategic leadership and the decisions that shape the municipality's development. The Municipal Board administration leads, develops, and coordinates several overarching operations within the municipality. As development manager, you report directly to the municipal director and lead the office unit with seven highly competent employees. You are part of the municipal leadership group and have a central role in driving the municipality's development and change efforts forward. Job Description You have a strategic role in operational development, process management, and analysis focused on developing and improving the municipality's working methods and processes. You lead and develop the office unit's operations and ensure that the organization has efficient working methods and the right competencies to meet operational needs and future challenges. You actively work to strengthen the municipality's governance model and contribute to quality assurance, follow-up, and development of municipality-wide projects and initiatives. The assignment also includes creating structure, momentum, and good coordination in the leadership group's work and developing the interaction between politics and the civil service organization to create clarity and good decision-making processes. You are responsible for operations, personnel, and budget within the office unit and take strategic responsibility for municipality-wide development issues with a focus on long-term sustainability, governance, digital transformation, and operational benefit. Qualifications Relevant academic education or equivalent experience that the employer deems equivalent Several years of experience in qualified strategic development work Experience leading others, for example as a project manager, process leader, change manager, or in another leadership role Experience leading complex development and change processes Experience working close to leadership and coordinating matters across organizational and professional boundaries Experience from a politically governed organization Very good ability to express yourself in Swedish, both orally and in writing It is a merit if you have Experience as a manager with personnel, operations, and/or budget responsibility Experience from municipal operations Experience leading qualified specialist functions We are seeking a confident, analytical, and unpretentious leader with high integrity and a strong ability to quickly grasp complex issues. About the Position The position is a permanent full-time employment with start date by agreement. The position is located in Salem Municipal House within the Municipal Board administration.
