At the same time, new regulations are being developed to ensure robustness and resilience within critical societal operations at a rapid pace. To best create understanding of and address this challenge, individually and together with others, Östersund Municipality, as the largest municipality in Jämtland, has chosen to establish this new position. As an investigator for digitalization and preparedness, you have a central role in ensuring legally sound, robust and digitally developed societal operations. The assignment encompasses both strategic and operational efforts and requires a structured, analytical and systematic working method. The role involves extensive collaboration with both internal and external actors in a politically governed organization. About the role In this role, you are responsible for qualified investigations, analyses and decision-making materials within digitalization, information security, preparedness and continuity planning. You have a specific task to coordinate and implement new and upcoming legislation in this field, as well as to coordinate future incoming support and state grants from sector authorities and the state. The work includes planning, implementation and follow-up of development initiatives that contribute to stable and sustainably viable operations. Investigate, analyze and prepare decision-making materials within digitalization, information security, preparedness and continuity planning. Coordinate, interpret and implement new and upcoming legislation within digitalization, preparedness and related areas. Coordinate, plan and follow up incoming support and state grants from sector authorities and the state within relevant areas. Drive and coordinate projects linked to digital development, crisis preparedness and operations development. Support managers and operations in planning, implementing and evaluating digital initiatives and preparedness measures. Conduct environmental monitoring and translate new requirements, guidelines and recommendations into concrete measures in the organization. Who we are looking for We are looking for a person with solid experience in qualified development and change work in the public sector, with particular focus on digitalization, governance, preparedness or related areas. You have the ability to work in a structured, long-term manner and with good administrative precision. You are experienced in translating legislation, governance documents and state assignments into practical application in complex organizations. Academic degree or other education/experience that the employer deems equivalent. Multiple years of experience in development or change work, with relevance to digitalization, preparedness or governance. Documented experience in leading and driving projects in larger or complex organizations. Experience from municipal or other public operations and good understanding of a politically governed organization. Very strong ability to express yourself clearly in speech and writing in Swedish in both investigations and governance documents. Very strong digital competence and experience working with various IT systems, digital tools and information management. Your qualities You have an analytical and systems-oriented ability, with focus on structure, quality and traceability in all parts of the assignment. You can work independently, make well-founded decisions within your area of responsibility and at the same time collaborate effectively with different professionals. You are grounded in a professional approach and can handle complex issues in a factual, correct and solution-oriented manner. Analytical and structured with the ability to identify connections, risks and consequences. Independent in your working approach, with the ability to drive matters from initiation to implementation and follow-up. Communicative with the ability to present complex issues in a clear, factual and audience-adapted manner. Collaboration-oriented and responsive, with the ability to create professional contacts internally and externally. Thorough and quality-conscious, with focus on legal certainty, documentation and follow-up. Interested in continuous learning, method development and improvement work over time. Working here The position is placed at the Unit for Security and Preparedness, which is part of the Democracy Support sector at the Municipal Administration Office. The unit's employees provide strategic coordinating support for the municipality's committees within crisis preparedness and civil defense, operations protection including security protection, and safety and crime prevention work. Östersund Municipality, as the geographically responsible authority at the local level, is an important actor in building up the total defense of Jämtland. The position is classified with security requirements that require Swedish citizenship and will involve security vetting and record checks.
