The Municipal Management Office is responsible for leading and coordinating all municipal operations.
We are in the midst of a transformation journey in public procurement and we're looking for you to help drive this development forward. We are currently implementing a new, modern procurement system that gives us access to new AI tools at a rapid pace. We are also establishing e-commerce and investing significantly in developing work methods, roles, and expertise.
The Procurement Unit has eleven dedicated employees in various roles, such as buyers and procurement specialists. The Procurement Unit also supports several neighboring municipalities with procurement, and together we are building a modern and business-oriented purchasing organization with support from the latest technology. Our workplace is centrally located in Karlskoga, with easy access to free parking and a bus station (Örebro/Karlstad). We offer the possibility of remote work part of the time.
The department has several supporting and governing functions such as HR, communications, finance, and IT.

DUTIES
As a procurement specialist, you will be responsible both independently and as part of a team for the entire procurement process, from initial needs analysis and discussions with stakeholders to drafting and following up on agreements, all with a clear focus on operations and business. The procurements are varied and cover many exciting and interesting areas, such as goods, services, and construction projects.
Your duties also include supporting and guiding the municipality's stakeholders in purchasing, procurement, and contract matters, participating in information and training initiatives, and performing other common procurement and purchasing tasks.
QUALIFICATIONS
We are looking for someone who is digitally skilled, engaged, and innovative—someone who welcomes change. It is of great importance that you dare to think differently and use future digital tools to make smart and sustainable business decisions, and that you actively participate in our development efforts. As a person, you are collaborative, organized, creative, and analytical.
You have post-secondary education in procurement, economics, law, or another relevant field, or you have equivalent competence through extensive work experience in procurement. Additionally, you need to be able to express yourself well in Swedish, both verbally and in writing.
As the municipality's representative to suppliers, you maintain ethical and impartial business practices. It is self-evident that you have a genuine interest in procurement and purchasing matters, and we place high value on personal suitability.
We consider it a merit if you have experience with:
• Structuring and visualizing data, for example through Power BI
• Strategic procurement
• Project management or change management
• Public procurement
• Driving change initiatives using AI
