Your new role
We are now seeking an experienced procurement officer for the new joint procurement organization for the municipalities of Aneby, Eksjö, Nässjö, and Sävsjö. As a procurement officer with us, you will both provide qualified support on procurement-related matters and independently lead your own procurements, which includes drafting tender documents in dialogue with the business units, evaluating and awarding contracts, signing agreements, and following up on contracts.
The role also includes monitoring the external environment and keeping yourself updated on new legislation.
About you
We are looking for someone with a post-secondary education in economics, law, or another education that the employer considers equivalent. You have several years of experience in public procurement and are confident in independently planning, leading, and conducting procurements from start to finish. It is a merit if you have previous experience working with procurements in IT or construction.
You have good knowledge of the Public Procurement Act (LOU) and other regulations and laws relevant to the procurement field. Because the role involves many contacts and extensive documentation, it is a requirement that you have very good knowledge of Swedish, both spoken and written.
To succeed in the role, you are a self-driven person who takes responsibility for your work tasks and drives your procurements forward in a structured and independent manner. You plan, organize, and prioritize your work efficiently and have a good ability to meet set deadlines, even when handling multiple concurrent procurements.
Since the role involves working together with colleagues, you need to have good collaboration skills. You are attentive, communicative, and build trusting relationships through a professional and service-oriented approach.
You have good judgment and can make well-considered assessments based on both the business units' needs and applicable legislation. As a procurement officer, you are also compliance-conscious and have a responsible approach where you ensure that procurements are conducted professionally, fairly, and in accordance with laws, regulations, and internal guidelines.
About us
As of January 1, 2027, Höglandsförbundet will take over the procurement functions from the municipalities of Aneby, Eksjö, Nässjö, and Sävsjö. You will be part of a work group with 15 additional procurement officers, where together you are responsible for the procurement function for the participating organizations. You will also have access to other relevant specialist functions to support your work.
Good to know
The position is full-time and you will be able to work partly remotely based on business needs.
If you are called for an interview, you must be able to verify your citizenship. You do this by presenting a valid passport or a certificate of citizenship along with a valid ID document. A certificate of citizenship is ordered from the Swedish Tax Agency through my pages. If you are a citizen of a country outside the EU/EEA/Switzerland, you must also be able to provide a valid residence and/or work permit to work in Sweden. Employment can only take place after the work permit has been verified, in accordance with the Aliens Ordinance.
