We manage procurement volumes exceeding two billion kronor in operations and investments, and we work to create efficient, transparent, and sustainable purchasing and procurement processes. The unit consists of category-responsible procurement specialists, purchasing controllers, and e-commerce coordinators. We collaborate closely with colleagues throughout the municipality's organization and with external partners. We are in a development phase where we strengthen category management, ensure quality in our processes, and improve the conditions for contract follow-up, collaboration, and operational value. JOB RESPONSIBILITIES We have high ambitions when it comes to making sustainable and cost-effective deals for the municipality. Equally important is our collaborative work in developing processes, routines, and partnerships within procurement and purchasing. As a procurement specialist with category responsibility, you have strategic and operational responsibility for the categories assigned to you. You drive development within your category areas and lead procurements from needs and market analysis through contract and follow-up. Together with the operations, you develop needs documentation and transform them into business-oriented, legally sound, and fit-for-purpose procurement documents. Procurements are often conducted in cross-functional projects where you lead the work, coordinate different competencies, and ensure progress throughout the entire process. You collaborate closely with requesters, subject matter experts, and other functions from various parts of the municipality. Category responsibility covers goods and services and may include several category areas. Which categories you are responsible for is determined based on your experience and competencies, the unit's collective expertise, and the municipality's current and future needs. Vehicles and transportation is one of the areas that may become relevant. Areas of responsibility may develop and change over time. You will, among other things: · plan, drive, and implement procurements of goods and services from start to finish · project lead cross-functional working groups · conduct needs and market analyses · support operations in formulating and ensuring quality of requirements · prepare procurement documents and other relevant materials · evaluate bids and develop contracts · conduct negotiations · develop strategies and long-term plans for your category areas · plan and implement contract follow-up · contribute to active and structured contract management · provide advice and support to the municipality's operations within procurement, purchasing, and contracts · provide information and training internally within your work area · contribute to the development of the unit's processes, routines, and working methods. Category responsibility may cover multiple areas within goods and services. The final distribution is made based on your background and competencies, the group's collective experience, and the municipality's needs. Areas of responsibility may also develop or change over time. We use e-Avrop for procurements and House of Control for contract administration. QUALIFICATIONS We are looking for you who have: · relevant university education or vocational education in, for example, economics, law, procurement, or purchasing, or other education that the employer deems equivalent · experience with procurement or purchasing · knowledge of the Public Procurement Act, LOU · experience working closely with operations and translating operational or technical needs into clear procurement requirements · good administrative skills and experience working in administrative IT systems · good ability to express yourself in Swedish both verbally and in writing. It is meritorious if you have experience with: · procurement in the public sector or other politically governed organizations · strategic category management · contract follow-up and contract management · project management · procurement or purchasing within vehicles, transportation, or other technical areas. It is also meritorious if you have education or advanced knowledge in vehicles, technology, or statistics. To succeed in this role, you need to be analytical and have the ability to see both the bigger picture and the details that are crucial for a good deal. You work in a structured and goal-oriented manner, take responsibility for your assignments, and independently drive the processes forward. You have a business-oriented approach and can balance quality, cost, sustainability, legal conditions, and the needs of operations. You can handle multiple parallel assignments and adapt your priorities when circumstances change. The work involves many contacts with operations, suppliers, and other partners. Therefore, you need to be communicative, receptive, and have good collaboration skills. You build trust and can, in an educational manner, guide, advise, and explain complex issues. At the same time, you are confident in your professional role and can challenge established ways of working when necessary.
