Do you want to be part of something larger and contribute to the development of civilian defense? Since 2022, Sweden has been divided into six civil areas. The County Administrative Board of Norrbotten is responsible for coordinating the Northern Civil Area, which encompasses the counties of Jämtland, Västernorrland, Västerbotten, and Norrbotten. The assignment is led by the County Governor in their role as civil area chief, with support from the civil affairs office. The office has an exciting role in developing and coordinating civilian defense. The activities are in a development phase where work methods, processes, and forms of collaboration continue to take shape. This means great opportunities to influence, contribute ideas, and help establish a long-term sustainable foundation for the activities. About the job As a total defense coordinator, you will work to develop and strengthen civilian defense within the Northern Civil Area. This is a broad and varied role for someone who thrives when you can combine strategic development work with practical implementation, and who is motivated by collaborating with many different actors to achieve common goals. Your main tasks are to: • Participate in and develop preparedness planning together with, among others, the Swedish Armed Forces, county administrative boards, and sector-responsible agencies, such as those in civil protection • Plan, coordinate, and participate in meetings and national networks, where you sometimes also serve as convener and lead meetings • Plan, conduct, and follow up on exercises at regional, higher regional, and national levels • Contribute to the development of processes, methods, and work approaches for reporting and situation assessments • Handle cases, referrals, and other tasks that are part of the civil affairs office's activities You will become part of an engaged team of 13 driven colleagues where knowledge sharing, collaboration, and shared responsibility are a natural part of everyday work. The work is conducted in close cooperation with colleagues within the County Administrative Board and with actors at regional, higher regional, and national levels, such as other county administrative boards, other civil area offices, national agencies, and the Swedish Armed Forces. The work is constantly evolving and based on our assignment, the work tasks may change over time. You therefore need to be able to handle change. At the same time, this gives you opportunities to develop and both broaden and deepen your competence with us. About you We are looking for someone who wants to be part of developing an activity of great importance to society's preparedness and civilian defense. We are looking for someone who has: • Higher education/university education relevant to the field or other education in combination with experience that the employer considers equivalent • Experience working in crisis preparedness or total defense from municipal activities, regions, state agencies, state or municipal companies, or the business sector with related assignments • Experience leading or coordinating projects, processes, development work, analyses, or investigations • Very good ability to express yourself in Swedish, both orally and in writing; experience writing reports You thrive in an outward-facing role where you actively participate in or lead meetings, give presentations or training, and drive processes forward together with others. You have a good ability to build trusting collaborations with a responsive, unpretentious, and flexible work approach. You have a holistic perspective, are analytical, and see connections between different areas while having the ability to translate analyses into concrete solutions. To succeed in this role, you are organized, take initiative, and perform your work efficiently within given or self-imposed timeframes. Since the activities are continuously developing, it is important that you are flexible, see opportunities in change, and appreciate contributing to building and further developing work methods and structures together with your colleagues.
