About the Workplace We are now seeking an experienced supervision officer with expertise in planning and building law as well as environmental law for a temporary position of just over one year. As a person, you are equally interested in working with people as with legal paragraphs and investigations. As an officer, you will work together with 15 other competent colleagues at the planning and building permit office, handling the municipality's supervision of building permits, start permits, and shoreline protection exemptions. We are the planning and building permit administration – a smaller administration in Hudiksvall Municipality. We plan the municipality's future through detailed plans and active work with the municipality's comprehensive plan. If you want to build new, renovate, or expand your home, we review your building permit. We grant municipal shoreline protections and conduct supervision within shoreline protection according to environmental law. We shape and plan community building in our municipality for those who live, work, and reside here. Job Responsibilities In your role as a supervision officer, you will primarily work with the supervision of matters concerning building permits, start permits, and completion permits under planning and building law as well as shoreline protection exemptions according to environmental law. The work consists of exciting and sometimes complex legal issues but also many social contacts with property owners, entrepreneurs, various operations within the municipality, and other authorities. You make decisions within your delegation authority and prepare matters for decision by the building committee. An important task is to provide information and advice to the public. With us, you will have varied work where you plan and manage your work both within a team and independently. You have close collaboration with your colleagues and other committed employees within the administration. The work varies between being in the office and conducting site visits involving interpretation of laws, legal precedent, and plan requirements as well as documentation and writing of various decisions. Your cases can be large or small, illegally constructed residential buildings and retaining walls or neglected plots and unauthorized measures in shoreline areas. You handle many different cases in different stages, from simpler decisions on delegation to presenting complex matters to the political committee. You actively participate in efforts to improve and develop processes, procedures, and working methods in the operation. The position requires presence at the workplace, but there may be an opportunity to arrange working remotely part of the week. Qualifications We are primarily seeking someone who is trained as a building permit officer through higher education or other equivalent experience/education that the employer considers equivalent. We would like to see that you have a few years of experience as a supervision officer or building permit officer and have documented knowledge of planning and building law and environmental law. Experience in service and meeting with people, property matters, shoreline protection cases, and working in the Castor case management system are merits. Working at a government agency requires that you are clear and structured and that you express yourself well both verbally and in writing.
