Technical Strategist About the Organization Västfastigheter Bygg och Förvaltning performs new construction and renovation projects for the facilities of the Västra Götaland Region. We participate in feasibility studies ahead of projects and are responsible for program and system documentation, design, and implementation. Our customers are primarily within healthcare, but also within the cultural sector, folk high schools, agricultural high schools, and travel centers, bus and train depots throughout the Västra Götaland Region. The Regional Governance Unit is organizationally located under the Strategic Property Functions department. The unit is responsible for coordinating region-wide issues of a strategic nature and currently consists of 11 employees. About the Role As a Technical Strategist, you have overall responsibility for technical management of VGR's property portfolio with a focus on maintenance planning, status assessment, technical requirements, and coordination. You are responsible for developing, structuring, and monitoring work within these areas and driving technical development initiatives at the regional level. The work is conducted in close collaboration with the facility's technical managers and project leaders, where implementation takes place in the operations. The assignment includes ensuring a comprehensive, structured, and reliable overview of the technical status and needs of the properties to serve as a basis for prioritization, planning, and allocation of maintenance and investment funds. You are also responsible for ensuring that status assessments form the basis for maintenance planning and that methods, quality, and structure within the area are developed and monitored. You are further responsible for developing, coordinating, and managing technical requirements in construction projects, including monitoring deviations from technical requirements. You drive region-wide technical development initiatives by being a project owner or coordinating strategic technical investigations and ensuring clear objectives, progress, and follow-up. You lead or participate in technical networks within the region, monitor the external environment, work toward consensus and common development within the technical field, and represent VGR in national forums. About You We are looking for someone with a university degree or civil engineering degree in construction, installation, property, or equivalent technical field. Alternatively, another education combined with experience that the employer considers equivalent. The role requires the ability to combine analysis and strategic thinking with a clear focus on implementation and concrete results. Several years of experience working with technical matters within property management, for example in a role as a technical manager or technical project leader Experience with maintenance planning and status assessment Experience leading projects/development involving technical requirements, standards, or guidelines in projects or facility management Meritorious to have experience driving issues in a large complex organization You have a good understanding of how property and construction-related processes connect – from planning and project implementation to facility management, maintenance, and follow-up. As a person, you work in a structured and analytical manner, with responsibility for driving development work in complex contexts with multiple stakeholders. You express yourself very well in speech and writing in Swedish, as the role involves extensive documentation, research work, and dialogue with various parts of the organization. The position may be placed in a security classification, which means that a security clearance with register check according to the Security Protection Act will be conducted before employment.
