The Business Development Department currently consists of three IT units responsible for operations, management, system, business, and process development. We work with both custom-developed solutions and standard systems, and are responsible for PTS's IT systems, websites, and e-services, as well as supporting the agency in streamlining and developing our working methods.

About the role
As a technical operations manager for emergency management systems, you have a central role where you work both operatively and strategically. Your day is characterized by variety and collaboration—you follow up on cases, maintain close dialogue with the business, and plan and drive improvements within system management. You serve as support to colleagues in their work with crisis and emergency management systems and stay continuously updated on new features and possibilities in the systems.
In this role, you have overall responsibility for the long-term management and development of the agency's emergency management systems. You work to develop and further enhance management plans and ensure appropriate governance in the area. You are responsible for ensuring systems are managed in a structured manner throughout their lifecycle, including access control, and that work complies with applicable regulations such as information security, GDPR, and archiving.
You are a natural point of contact and escalation path for questions concerning the system area, and serve as an important link between the business and IT. You identify, analyze, and document requirements, while also collaborating with external suppliers. You actively participate in requirements specification and testing in connection with new development and change work, and assist in procurements according to the Public Procurement Act. Furthermore, you contribute to ensuring that the agency's IT environment is stable, efficient, and develops in line with business needs.
About you
To thrive in this role, you are collaboration-oriented and receptive to others' competencies and perspectives, and contribute to good collaboration by sharing your knowledge and respecting different working methods. You work in a structured manner with clear processes, plan your work well, and ensure tasks are completed within given timeframes. At the same time, you are solution-oriented with good prioritization skills and a pragmatic approach that allows you to quickly find working solutions in daily work. You also have strong analytical abilities, where you can see logic and connections in complex information and weigh different solution options against each other, without losing the long-term perspective.
We are looking for someone with:
Post-secondary education in, for example, systems science, IT development, technology, or social science, or relevant work experience for the position.
Multiple years of practical work experience in IT system operations management.
Work experience in business-close collaboration between IT and operations.
Practical work experience in supplier management and working in complex IT environments.
Very good ability to express yourself in speech and writing in Swedish and good knowledge of English in speech and writing.
It is also meritorious if you have:
Work experience with emergency management issues in regulatory and security-sensitive environments.
Work experience in change management, business development, and project management, for example in system implementations, major upgrades, or similar.
Technical background with understanding of IT architecture.
Knowledge in the field of electronic communications.
Work experience in public sector operations and experience with the Public Procurement Act.

The position is a permanent employment with an initial probationary period of six months. Based in Stockholm with a start as soon as possible by agreement. Your job title will be Operations Manager.
