About the Operation IT Common Functions is a central unit within IT support with a mission to create conditions for secure, efficient, and operations-focused development and management of Region Västernorrland's digital solutions. Within the unit, we bring together several areas of expertise, including systems developers, IT architects, project managers, service owners, and other specialist functions that together contribute to developing IT support's capabilities. We are in a development phase where we are strengthening our common systems development capability and developing structures and working methods for the future. The development team is a newly formed team with systems developers with varying experience and specialist expertise. The team is being built up by developers who previously worked in different groups. An important part of the next step is therefore to create a cohesive team with common working methods, structures, and delivery formats. For you joining us now, this represents an opportunity to influence how the team should work and develop going forward. You will have a central role in building our new development team. The team will consist of developers with different experiences and previous working methods, and an important part of your assignment will be to create common structures and working methods together with the team that enable efficient and predictable delivery. We are now seeking a team lead for the development team. This is a permanent full-time position with start date by agreement. As team lead, you lead and distribute the team's daily work and create conditions for the team to succeed. You work closely with both the developers, the managed systems, and the unit manager, and you have the opportunity to influence how we work going forward with, among other things, prioritization, planning, and follow-up of development work. Responsibilities Lead, plan, distribute, and follow up on the development team's daily work. Lead the work of establishing common working methods, structures, and routines for the team. Create conditions for efficient, sustainable, and predictable delivery. Identify and remove obstacles in the team's work. Together with relevant stakeholders, develop working methods for prioritization and planning of incoming development needs. Collaborate with managed systems regarding needs, planning, capacity, and delivery. Follow up on the team's work and make capacity, progress, and any obstacles visible. Support the team's development and contribute to knowledge sharing and shared responsibility. Contribute to continuous improvement of methods and working practices within the development area. Participate practically in the work based on the team's needs and the scope within the team lead assignment. Qualifications We are looking for you who Have relevant post-secondary education in IT/systems development or other education and experience that the employer deems equivalent. Have experience working in systems development or requirements management. Have experience operationally leading a development team. Have experience planning, distributing, and following up work in systems development. Have experience with agile working methods in systems development. Have very good knowledge of Swedish in both speech and writing. Have good knowledge of English in speech and writing. It is meritorious if you Have education in leadership, agile development, project management, or change management. Have experience establishing or developing working methods in a development team. Have experience leading a team through change, for example in connection with organizational changes, group mergers, or implementation of new working methods. Have experience working in an organization with multiple clients/stakeholders and competing needs. Have experience in public sector operations and/or larger complex organizations.
